SUBJECT: Community Development Advisory Commission Reorganization
Housing and Community Development Department Director David Harris is
recommending City Council Approval to amend Chapter 15 of the Code of Ordinance to
change the method of selection of members to the Community Development Advisory
Commission. The amendment will restructure the Commission, requiring it to be
comprised of one Housing Commission member, four at-large members and four
members from Iow-moderate income areas as determined by the U.S. Department of
Commerce, Bureau of the Census.
Currently the Community Development Advisory Commission consists of 9 members; 5
of which shall be residents of one of each of the 5 census tracts with the lowest median
household income as determined by the US Dept of Commerce, Bureau of the Census;
3 who are residents of the community at large; and 1 a member of the Housing
Commission designated by the Housing Commission. Commissioners now are from
census tracts 1,2, 3, 5,and 10.
Due to the new Census 2000 data, the Commission decided to review the membership
requirements for the Commission. Currently the ordinance is based on census tracts
with the lowest median household income. The CDBG program is based on activities
that provide a benefit in areas where at least 51% of the residents are Iow/moderate
income persons. Amending the ordinance to concur with this Iow/moderate income area
will allow representation from the same areas assisted with CDBG funds. A new map of
these Iow/moderate income areas is attached.
The Commission reviewed various options regarding their membership requirements,
including reconfigudng the composition of the Commission. They surveyed other cities
and discussed including representatives from other organizations and sectors of the
community. They also noted the difficulty in filling vacancies in certain census tracts,
including Census Tract 3, which has been vacant for a number of years. Currently there
are vacancies in Census Tracts 2, 3 and 5.
The Community Development Advisory Commission recommends this ordinance
amendment.

INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of the
attached ordinance, amending Chapter 15 of the Code of Ordinance to change the
method of selection of members to the Community Development Advisory Commission.

The Commission approved by a 6-0 vote on Apdl 30, 2003 to amend the ordinance and
their by-laws. The amendment will restructure the Commission, requiring it to be
comprised of one Housing Commission member, four (4) at-large members and four (4)
members from Iow-moderate income areas as determined by the US Dept of
Commeme, Bureau of the Census. This would require Commission members to be from
those Iow/moderate income block groups in Census tracts 1, 4, 5, 6, 7.01, 7.02, 11.02,
101.01 and 101.03.
RECOMMENDATION
I recommend the City Council approve the attached ordinance amending the
membership of the Community Development Advisory Commission
ACTION STEP
The Action Step is for the City Council to adopt the attached ordinance.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES, CITY OF
DUBUQUE, IOWA, CHAPTER 15, COMMUNITY DEVELOPMENT SECTION 15-
46 RELATING TO MEMBERSHIP OF THE COMMUNITY DEVELOPMENT
ADVISORY COMMISSION.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 15-46 of the City of Dubuque Code of Ordinances is hereby
amended to read as follows:
Section 15-46 Created: Composition
There is hereby created a Community Development Advisory Commission whose
primary purpose shall be to provide for citizen participation in the development and
evaluation of the City of Dubuque's Community Development Block Grant ("CDBG')
program.
The Commission shall comprise nine members, four (4) members shall be residents of
census tracts and block groups where at least 51% of the residents are Iow/moderate
income persons as determined by the United States Department of Commerce,
Bureau of the Census; four (4) members shall be residents of the community at large;
and one (1) member shall be that member of the Housing Commission designated by
the Housing Commission.
Section 2. This ordinance shall take effect immediately upon publication
