SUBJECT: FY 2003 Annual Action Plan - Amendment 4
Housing and Community Development Department Director David Harris recommends
City Council approval of changes in the City Community Development Block Grant
(CDBG) FY 2003 Annual Action Plan due to the anticipated increase in program income
(revenues). The Community Development Block Grant Advisory Commission held a
public hearing on April 30, 2003, following a 30-day public comment period, and voted
6-0 to recommend the reallocation.
The current FY 2003 Annual Action Plan was based on the projected program income
of $475,942. Due to increased loan repayments for the Homeowner Loan and First
Time Homebuyer Loan programs, our projections have increased to $648,943 for the
current fiscal year. This requires an amendment to the FY 2003 Annual Action Plan
The additional $173,001 in funds will be reallocated as follows:
· $7,875 for the First Time Homebuyer Program to replace funds removed
from the FY 2004 Annual Plan and moved in the last amendment for the
Housing Services computer server.
· $55,000 is proposed for the Homeowner Rehab Program to facilitate
additional funds for the Water/Sewer Replacement program, which has
received numerous requests during the past few months, and to provide
for additional homeowner rehab projects.
· $5,500 for Housing and Community Development for permit tracking
software and laser connection for network computer hookup.
· $51,021 for the Rental Unit Rehab program, which has no funds
available for the new projects (see attached)
· $48,605 for the Community Partnership Program, which would replace
the funds removed in the FY 04 Annual Plan and provide additional funds
as initially proposed by the Commission. The amendment would provide
for carryover funds that would be earmarked for the FY 2004 cp2
applications.
· $5,000 for the Neighborhood Support Grants that was removed from the
FY 2004 Annual plan.

INTRODUCTION
This memorandum presents for City Council consideration proposed changes in the
City's Community Development Block Grant (CDBG) FY 2003 Annual Action Plan due
to the anticipated increase in program income (revenues).
BACKGROUND
Housing and Urban Development (HUD) regulations require that each year a city must
prepare and file an Annual Plan pdor to receipt of its CDBG entitlement. A city must
follow its adopted plan as it expends entitlement funds. If its revenues or activities
change, the city must amend.
The City of Dubuque has allocated CDBG funds that have been programmed for
specific uses as per the adopted Fiscal Year 2003 Annual Plan. The Citizen
Participation Plan states a substantial amendment is any change reflecting the increase
or decrease of overall program funding. The allocation of the additional program
income is therefore a substantial amendment requiring a published notice, a public
comment period, and a public hearing. The amendment shall be adopted by resolution
of the City Council prior to submission to HUD
DISCUSSION
The current FY 2003 Annual Action Plan was based on the projected program income

The Community Development Advisory Commission held a public hearing on April 30,
2003 following a 30 day public comment period and voted to recommend the
reallocation of CDBG funds as shown on Exhibit A. A public notice regarding the
proposed changes was published prior to the public hearing in the Telegraph Herald
and Dubuque Advertiser. These notices advised the public of the intent of the
amendment, invited comment and noticed the public hearing. This initiated a 30-day
public comment period as required in the Citizen Participation Plan.
By a vote of 5-0, the Commission voted to approve the proposed amendment and
recommend City Council.
RECOMMENDATION
I recommend that the City Council approve the above-described Amendment 4 to the
City's FY 2003 (Program Year 2002) Annual Action Plan for the use of CDBG funds.
ACTION STEP
The Action Step is for the City Council to adopt the attached resolution.

RESOLUTION APPROVING AMENDMENT 4 TO THE FISCAL YEAR 2003
(PROGRAM YEAR 2002) ANNUAL ACTION PLAN FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS.
Whereas, the City of Dubuque prepared and filed an Annual Action Plan for Fiscal
Year 2003; and
Whereas, the City of Dubuque now desires to amend said Annual Plan as per the
attached Exhibit A; and
Whereas, said amendment is a substantial amendment as provided in the City's
Citizen Participation Plan and must therefore be approved by resolution of the City Council
af[er a public hearing by the Community Development Advisory Commission; and
Whereas, the City advertised a public comment period beginning March 24, 2003; and
Whereas, the Community Development Advisory Commission reviewed the proposed
amendment at a public hearing on April 30 2003, and has voted to approve said amendment
and to recommend approval by the City Council; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Amendment 4 to the Fiscal Year 2003 (Program Year 2002) Annual
Action Plan for the Community Development Block Grant Program hereto attached as Exhibit
A is hereby approved.
Section 3. That the City Manager is hereby authorized and directed to submit a copy
of this resolution to the U. S. Department of Housing and Urban Development.
