Planning Services Manager Laura Carstens recommends City Council approval of the
2019 Certified Local Government (CLG) Annual Report.
The CLG annual report is a form submitted by all lowa CLGs to the State Historical
Society of lowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memorandum transmits the Calendar Year 2019 Certified Local Government
(CLG) Annual Report for the City Council's review, and the Mayor's signature.
Backqround
The CLG annual report is a form submitted by all lowa CLGs to the State Historical
Society of lowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services Staff and Historic Preservation Commissioners attended
numerous trainings throughout the region, which speaks highly of the City of Dubuque's
commitment to preservation and sustainability.
Recommendation
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date the last page of the report and return it to me. No
additional action is required. Planning Services Staff will forward the signed copy of the
2019 CLG Annual Report and supporting documents to the SHSI.

Under the CLG Agreement with the State, local governments and their historic
preservation commissions are responsible for submitting an annual report
documenting the commission's preservation work and that they have met the
requirements of the CLG program.
This annual report is also an important tool for your commission to evaluate its own
performance and to plan for the coming year.

02/06/2020 and Dubuque City Council on 02/17/2020, is attached.

on preservation issues or projects in this calendar year. Please be specific
(address(es) of property(ies), what was the issue(s), what technical assistance was
provided?.
The Planning Services Department provides assistance to other City departments on a
daily basis, consulting and providing input on a range of issues, including Section 106,
development, working in historic neighborhoods, utilities, housing, commercial districts,
historic and cultural sites, parks, and tourism. The Commission and Planning Services
Staff provided technical assistance to property owners and developers on issues
including funding sources, NPS Preservation Briefs, Secretary of the Interior's Standards
for the Treatment of Historic Properties, and the City's Architectural Guidelines.
Over the past year, we provided guidance to Rockford, IL, hosting members of the
community in Dubuque and traveling with over a dozen Dubuque City staff and
community members to Rockford to help them with a chronically flooding creek,
presenting the approach we used at the Bee Branch Creek Restoration. As part of the
agenda, Planning Services staff provided information regarding the Section 106 process.
Our staff hosted the lowa State University Historic Preservation Class over a 2 day
period, meeting with them multiple times prior and teaching them neighborhood survey
techniques and process.
Laura Carstens and Chris Happ Olson took multiple calls and emails for assistance from
Rochester, MN's evolving Historic Preservation Program.

Apr. 8-13 - Partnered with a supporting role on Architecture Days, leading tours and
planning the week-long series of day and evening events
Apr. 9 - Partnered with the Dubuque County Historical Society on presentation of Historic
Preservation Awards from the City and County HPCs.
May - Preservation Month including proclamation and Fact-A-Day on the website
Sept. 6 - Multi-department meeting with Dubuque Heritage Works and Bob Yapp on
effective approaches to saving wood windows during lead-paint reduction programs
requiring Section 106 review.
Sept. 6 - Wood Window Restoration Workshop with Bob Yapp (afternoon session)
Sept. 7 - Preservation Fair & Expo
Sept. 7-8 - 2-day Intensive Wood Window Restoration Workshop with Bob Yapp
In addition to formal education, Associate Planner Wally Wernimont was featured in an
online educational program that included the making of lead shot, shot in context at the

In partnership with the SHSI and local partners, we commenced planning for the 2020
Preserve lowa Summit, to take place in Dubuque June 4-6.
In multiple visits to local service groups and during the Preservation Fair Planning Staff
provided hands-on training or presentations ion the topic of Researching your Historic
House.
Presentation to other communities at the Growing Sustainable Communities Conference
in Dubuque and to the City of Dubuque Leadership Team on the case study of the
Engagement of Indigenous Peoples in Preservation Planning.
Provided guidance to SHSI about experience locally with murals and historic buildings,
leading up to Art Up Webinar on February 21, 2019.

INTEREST IN LOCAL HISTORY AND HISTORIC PRESERVATION (Describe education, employment,
memberships, publications, and/or other activities which indicate your interest in and
commitment to historic preservation; or provide a statement detailing your interest in local
history and commitment to historic preservation)
Mr. Reber is a retired Navy Veteran and formerly worked over 30 years in the print and
journalism industry, reporting on a wide spectrum of topics. Being retired, he has the desire and
time to help make Dubuque a thriving and welcoming community. Mr. Reber volunteers on a
number of committees at his local congregation and throughout the community, and spends
time volunteering for other non-profits, including at the historic site Four Mounds. He loves to
be outdoors, active and in nature and appreciates the depth of history and culture that Dubuque
has to offer.
While serving on the City of Dubuque Historic Preservation Commission, I will work to insure
that the commission enforces the Historic Preservation Ordinance/Resolution; upholds the CLG
Agreement with the State of lowa, and works in compliance with the Secretary of the Interior's
Standardsfor Archaeology and Hi ' Preservation.
