Project Manager Steve Sampson Brown is recommending acceptance of the public
improvement contract for the Historic Federal Building Roof Restoration Project, as
completed by Giese Roofing Company, in the final contract amount of$234,420 and
authorize the final retainage payment in the amount of $11,571. There were two
change orders for this project in the amount of$46,940 providing for restoring an
additional section of the roof along with the replacement of eight roof drains.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the Public Improvement
Contract for the Historic Federal Building Roof Restoration Project.
BACKGROUND
The project involved the removal and replacement of identified sections of the
membrane roof system, roof insulation and metal edge flashing. Other sections of the
roof inembrane were rehabilitated and applied a built-up asphalt coating system. Work
also included tuck pointing and caulking of the roof sections.
DISCUSSION
The Historic Federal Building Roof Restoration project was completed by Giese Roofing
Company of Dubuque, IA in the final contract amount of $234,420.00. There were two
change orders for this project in the amount of $46,940.00. The change order work
provided for restoring an additional section of the roof along with the replacement of
eight roof drains.
BUDGETIMPACT
The project was funded by CIP # 350/360 -1841
RECOMMENDATION
The City Council is requested to adopt the attached resolution to accept the Historic
Federal Building Roof Restoration Project and to authorize the final retainage payment
in the amount of $11,571.00 to Giese Roofing Company of Dubuque, IA.

RESOLUTION NO. 49-20
ACCEPTING THE HISTORIC FEDERAL BUILDING ROOF RESTORATION
PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Historic Federal Building Roof
Restoration Project (the Project) has been completed by the contractor, Giese Roofing
Company (Contractor), the City Engineer has examined the work and recommends that
the Project be accepted; and
WHEREAS, the final contract amount for the Project is $231,420.00; and
WHEREAS, the Contractor has previously been paid $219,849.00, leaving a balance
of $11,571.00; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project is
hereby accepted.
Section 2. The Director of Budget and Finance is hereby directed to pay to the
Contractor the balance of the retainage of $11,571.00 as provided in Iowa Code
Chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code
Chapter 573 or loyva Code Chapter 26.13.

CITY ENGINEER'S CERTIFICATE OF FINAL COMPLETION OF HISTORIC
FEDERAL BUILDING ROOF RESTORATION PROJECT
The undersigned City Engineer of the City of Dubuque, lowa, hereby certifies that
he has inspected the Historic Federal Building Roof Restoration Project has been
performed in compliance with the terms of the Public Improvement Contract, and that
the total cost of the completed work is $231,420.00.
