Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The application, staff report and related materials are attached for your review. Discussion The applicant, Scott Kwiecinski of Horizon Development spoke in favor of the request. He noted that Horizon Development has constructed multiple multi-family developments in Dubuque. He said they propose to construct a 44-unit senior housing development targeting 30-60°/o median Income as well as market rate apartments. Staff reviewed the staff report, noting the property is a flag lot, that the rezoning constitutes an expansion of an existing zone, that Radford Road could handle the increased vehicle trips and that a site plan would be required to be submitted, reviewed, and approved prior to construction. There were no public comments. The Zoning Advisory Commission discussed the request, finding it appropriate. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Radford Road is designated as a colfector street. Public Services: Existing public services are adequate to serve the property. Environment: Staff does not anticipate any adverse impact to th� environment provided adequate storm water management and erosion control is practiced during all phases of development. A�jacent Pro�ert�es: The rezoning of the property OC Office Commercial will have a less of an impact on the surrounding properties than the exisfing LI Light Industrial zoning. The OC Qistricf allows 15 permitted uses and 10 conditional uses wh�le LI Light Industrial district allows 52 permitted uses and 4 conditional use. These ligh# industrial uses include a number of intense commercial uses that may have a negative im�act to the surrounding property. The rezoning would be an expansio� of an existing OC District. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone an ap�roximate 2.04 acre flag lot with frontage along Radford Road between Wolff Raad and Carver DrivelRad�ord Court from LI Light !nclustria! to OC Office Commercial District. The rezoning is an expansion of an existing OC Office Commercial District. The OC Office Commercial District star�dards ar� attached to this stafF report. The OC Districfi is intended #o encourage and permit the establishment ofi commercial business uses in mix�d use specialty areas. This district will generally be located in areas which have developed, or are appropriate to develop, as lirrtited retail districts. The OC district alfows 15 perrr�it#ed uses as well as 10 conditional uses. Generally, the allowed uses are office, small retail or resid�ntia] in nature. The proposed project would be considered a� in-fill devefopment. The de�elopment of in-fill sites must be done in a manner compatible with the existing deve�opment pa#tern so as to not negatively impact #he use ar�d enjoyment of surrounding property. The OC District is to be located in areas abutting arteria! andl�r collector streets. Radford Road is designated as a collector on the Urban Federal Functional Classification Map for Dubuque. The applicant's intention is ta construct a 4�-unit apartment building with the required off-street parking and green space.
