INTRODUCTION
The attached resolutions authorize the initiation of the public bidding procedure for the
Cedar Street Force Main Air Vacuum Release Valve Replacement Project.
BACKGROUND
In general, a force main system is comprised of lift stations and pressurized sanitary
sewer pipes known as force mains. Each component of the sanitary sewer utility lift
station and force main system requires periodic evaluation and improvements so that
they remain in reliable condition and can fulfill their vital role in conveying the City's
wastewater to the treatment plant. Approximately 80% of wastewater that flows to the
Water & Resource Recovery Center (W&RRC) for treatment arrives via the City's Cedar
Street and Terminal Street lift stations through a 30" and then 42" force main pipe
network. The existing 42" force main which runs between the Terminal Street Lift
Station and the W&RRC was constructed in 1977 and is made of prestressed concrete
cylinder pipe. The Cedar/Terminal force main system is beginning to show signs of
wear and there is a need to evaluate and plan for system improvements.
DISCUSSION
In June of 2019 the City Council authorized the release of a Request for Proposals
(RFP) related to selecting a vendor to conduct a remote, internal pipe inspection of the
42" force main. After a vendor was selected, city staff and the project's consulting
engineer from Strand Associates, Inc. worked with the pipe inspection vendor to
determine the best insertion location for the inspection tool and the project schedule.
The existing valve vault at the intersection of 14th Street and Sycamore Street was the
selected location for inserting the tool. In order to make this location ready to receive
the pipe inspection tool, several modifications to the concrete value vault and force main
piping are required. This project will make the needed modifications which include
replacement of air release/vacuum valve on the Cedar Street force main. Replacement
will consist of demolition and modifications to the existing valve vault structure,
excavation and placement of a new structure top slab with improved access doors, and

various ductile iron pipe work including new air/vacuum valves, pipe restoration, and
other minor items.

RESOLUTION NO. 76-20
CEDAR STREET FORCE MAIN AIR VACUUM RELEASE
VALVE REPLACEMENT PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The proposed plans, specifications, form of contract and estimated cost for
the Cedar Street Force Main Air Vacuum Release Valve Replacement Project in the
estimated amount $135,000.00, are hereby preliminarily approved and ordered filed in
the office of the City Clerk for public inspection.
Section 2. A public hearing will be held on the 16th day of March 2020, at 6:30 p.m. in
the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street,
Dubuque, Iowa, at which time interested persons may appear and be heard for or
against the proposed plans and specifications, form of contract and estimated cost of
said Project, and the City Clerk be and is hereby directed to cause the attached notice
of the time and place of such hearing to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall be published not less than
four days nor more than twenty days prior to the date of such hearing. At the hearing,
any interested person may appear and file objections to the proposed plans,
specifications, form of contract, or estimated cost of the Project.
Section 3. The Cedar Street Force Main Air Vacuum Release Valve Replacement
Project is hereby ordered to be advertised for bids for construction. The amount of the
security to accompany each bid shall be in an amount which shall conform to the
provisions of the Notice to Bidders hereby approved.
Section 4. The City Engineer hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the Notice to Bidders to be
published on the City of Dubuque website and a contractor plan room service with
statewide circulation, which notice shall be published not less than thirteen but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 19th day of
March 2020. Bids shall be opened and read by the City Clerk at said time and will be
submitted to the City Council for final action at 6:30 p.m. on the 6th day of April 2020, in
the Historic Federal Building Council Chambers (second floor), 350 West 6th Street,
Dubuque, Iowa.

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the Cedar Street Force Main Air Vacuum Release Valve
Replacement Project, in accordance with the provisions of Chapter 26, Code of Iowa, at
6:30 p.m., on the 16th day of March 2020, in the Historic Federal Building Council
Chambers (second floor), 350 West 6th Street, Dubuque, Iowa. Said proposed plans,
specifications, form of contract and estimated cost are now on file in the office of the
City Clerk. At said hearing any interested person may appear and file objections
thereto.
The scope of the Project is as follows:
This project consists of making needed modifications to the force main valve
vault which includes replacement of the air release/vacuum valve on the Cedar
Street force main. Replacement will consist of demolition and modifications to the
existing valve vault structure, excavation and placement of a new structure top
slab with improved access doors, and various ductile iron pipe work including
new air/vacuum valves, pipe restoration, and other minor items.

CONTRACT 1-2020
Time and Place for Filing Sealed Proposals. Sealed bids for the work
comprising each improvement as stated below must be filed before 2 P.M. on
March 19, 2020, in the Office of the City Clerk, City Hall —First Floor,
50 West 1 3th Street, Dubuque, Iowa 52001.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:05 P.M. on March 19, 2020, at
City Hall —Conference Room B, 50 West 13th Street, Dubuque, IA, 52001, for
consideration by the City Council (Council) on April 6, 2020, or at such later date
as may be set at said meeting. The City of Dubuque, Iowa, reserves the right to
reject any and all bids.
Time for Commencement and Completion of Work. Work shall be commenced
after Notice to Proceed has been issued and shall be fully completed in
accordance with the requirements listed in the Agreement.
Bid Security. Each bidder shall accompany its bid with a bid security as security
that the successful bidder will enter into a contract for the work bid upon and will
furnish after the award of contract a corporate surety bond, acceptable to the
governmental entity, for the faithful performance of the contract, in an amount
equal to one hundred percent of the amount of the contract. The bid security shall
be in the amount of 10 percent (10%) of the amount of the contract and shall be in
the form of a cashier's check or certified check drawn on a state -chartered or
federally chartered bank, or a certified share draft drawn on a state -chartered or
federally chartered credit union, or the governmental entity may provide for a
bidder's bond with corporate surety satisfactory to the governmental entity. The
bid bond shall contain no conditions excepted as provided in this section.

Bidding Documents may be reviewed and paper copies may be obtained from the

A refundable deposit of $50 is required. Deposit will be refunded to all plan holders
returning documents within 14 days of the award of the Project.
All Bidders submitting a sealed Bid shall obtain the Bidding Documents from

Bidders who submit a Bid must be Plan Holder of record at the Issuing Office. Bids
from Bidders who are not on the Plan Holders List may be returned as not being
responsive.
Plan Holders are requested to provide an e—mail address if they wish to receive
addenda and other information electronically. Plan Holders are requested to
designate whether they are a prime contractor, subcontractor, or supplier if they
want this information posted on the project Plan Holders List.
Each Bidder shall accompany its bid with bid security as defined in Iowa Code
Section 26.8, as security that the successful Bidder will enter into a Contract for
the work bid upon and will furnish after the award of Contract a corporate Surety
Bond, in a form acceptable to the City of Dubuque, for the faithful performance of
the Contract, in an amount equal to one hundred percent (100%) of the amount of
the Contract. The Bidder's security shall be in the amount fixed in the Instructions
to Bidders and shall be in the form of a cashier's check or a certified check drawn
on an FDIC insured bank in Iowa or on a FDIC insured bank chartered under the
laws of the United States; or a certified share draft drawn on a credit union in Iowa
or chartered under the laws of the United States; or a Bid Bond on the form
provided in the Contract Documents with corporate surety satisfactory to the City
of Dubuque. The bid shall contain no condition except as provided in the
Specifications.
Bidder will execute and file the Agreement and 100% Performance and Payment
Bonds within 15 days after the Notice of Award.
The City of Dubuque reserves the right to reject any or all Bids, to waive any
technicality, and to accept any Bid which it deems advantageous. All Bids shall
remain subject to acceptance for 60 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible
Bidder.
General Nature of Public Improvement
Cedar Street Force Main Air Vacuum Release Valve Replacement Project,
Contract 1-2020.
Project consists of the replacement of air release/vacuum valve at one location
along the Cedar Street force main. Replacement will consist of demolition and
modifications of existing structures, excavation and placement of new structures
and combination air/vacuum valves, restoration, and other miscellaneous items.

The Opinion of Probable Construction Cost for the project is $135,000.
Preference for Iowa Products and Labor. By virtue of statutory authority,
preference will be given to products and provisions grown and coal produced within
the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be
allowed a preference as against a nonresident bidder from a state or foreign
country if that state or foreign country gives or requires any preference to bidders
from that state or foreign country, including but not limited to, any preference to
bidders, the imposition of any type of labor force preference, or any other form of
preferential treatment to bidders or laborers from that state or foreign country. The
preference allowed shall be equal to the preference given or required by the state
or foreign country in which the nonresident bidder is a resident. In the instance of
a resident labor force preference, a nonresident bidder shall apply the same
resident labor force preference to a public improvement in this state as would be
required in the construction of a public improvement by the state or foreign country
in which the nonresident bidder is a resident.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the
project.
Pre -Bid Construction Conference. A Pre -Bid Conference is not planned.
Non -Discrimination Clause
The City of Dubuque in accordance with Title VI of the Civil Rights Act of 1964,
78 Stat. 252, 42 U.S.C. 2000d-2000d-4 and Title 49, Code of Federal Regulations,
Department of Transportation, Subtitle A, Office of the Secretary, Part 21,
Nondiscrimination in Federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement,
minority business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of
race, color, national origin, sex, age, or disability in consideration for an award.
