Van Milligen, City Manager SUBJECT: City Council Priority - Fountain of Youth DATE: February 27, 2020 Dubuque bitil All-A.aia City 111111 2007.2012.2013 2017*2019 In August 2019 at the annual goal setting process, the Mayor and City Council selected the Fountain of Youth as a High Priority. City staff have met with Fountain of Youth Executive Director Caprice Jones to learn about any barriers they have to continued success. One of the most significant barriers was operational funding. In the Economic Development Department Budget, there is a recommendation to provide $40,000 per year for operational support to the Fountain of Youth. The Fountain of Youth leases space from the United Way and I have spoken with United Way Executive Director Danielle Peterson about ways to save the Fountain of Youth money on their lease payments and their utility expenses. The Mayor and City Council has budgeted $200,000 a year beginning in the current fiscal year (FY2020) to assist downtown non -profits with building renovations related to Americans with Disabilities Act (ADA) improvements and for weatherizations, alternative energy and energy efficiencies. The city has committed $176,000 in FY2020 to the Dream Center, leaving a balance of $24,000 in FY2020. The United Way is submitting a grant application to the Dubuque Racing Association (DRA) for a $46,110 project to replace aging and inefficient HVAC units. The grant requires a 25% match of $11,527.50. If the city provides the $11,527.50 in matching funds, the United Way is willing to credit this against the Fountain of Youth lease payments. The more efficient HVAC units will also save the Fountain of Youth on their utility costs (and those of United Way). Also included in the DRA grant application will be a request to fund a $6,015 project to replace the lights in the Fountain of Youth space with energy efficient LED lights. The city would also provide $1,503.75 as the 25% match, however, this would not be credited against the Fountain of Youth rent, because it does not directly benefit the United Way. However, it would save the Fountain of Youth on their utility bills. I respectfully recommend that the Mayor and City Council dedicate $13,031.50 in Fiscal Year 2020 of this already budgeted funding to the United Way for grant matching purposes to benefit the Fountain of Youth.
