Commissioners Excused: Melissa Daykin Cassill. Commissioners Unexcused: None Staff Members Present: Laura Carstens and Chris Happ Olson CALL TO ORDER: The meeting was called to order by Vice Chairperson Clark at 12:00 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the lowa Open Meetings Law. MINUTES: Motion by Klavitter, seconded by Monk, to approve the minutes of the September 25, 2019 meeting as submitted. Motion carried by the following vote: Aye - Monk, Klavitter, McAndrews, Stuter, Rapp, and Reber; Nay— none; Abstain — Clark. ACTION ITEMS: Demolition Permit Applicant: Dubuque Museum of Art, David Schmitz Address: 346 W. 8t" Street Project: Demolition of structure at 346 W. 8t" Street District: Downtown Neighborhood Conservation District Staff Member Olson referred to her memo dated January 10, 2020 stating the Dubuque Museum of Art's request to table the request. Motion by Monk, seconded by Reber, to table the application by Dubuque Museum of Art. Motion carried by the following vote: Aye —Monk, Klavitter, McAndrews, Stuter, Rapp, Reber and Clark; Nay — none. Demolition Permit Applicant: Habitat for Humanity, Rachel Dilling Minutes — Historic Preservation Commission February 6, 2020 Page 2 Owner: Dubuque's True North Corporation Address: 389 E. 21St Street Project: Demolition of structure at 389 E. 21St Street District: Washington Neighborhood Conservation District Staff Member Carstens distributed email correspondence dated February 4, 2020 from Dan McDonald, owner representative from Greater Dubuque Development Corporation, with further descriptive photographs of the condition of the building. Staff provided a copy to the applicants present. Staff Member Olson reviewed the request and staff report. She noted that the structure was only surveyed two times, once by Bruce Kriviskey in 1978/79 and once by Jim Jacobsen in 2002. Both times the consultants found the structure to be non-supportive and did not identify a potential historic district. Therefore, the structure is determined not National Register Eligible on its own and is not supportive within a potential district. Commissioner Klavitter questioned the findings of the previous surveys and discussion followed regarding the process used for evaluation. Staff Member Olson outlined the process for evaluation by the Commission. Chairperson Clark asked if there were any representatives for the project to speak. Rachel Dilling, Executive Director of Dubuque & Jackson Counties Habitat for Humanity, 900 Jackson St., Suite LL5-2E, Dubuque, IA 52001 spoke for the applicant. She further described the application, described that Habitat was approached by True North with the potential donation. After speaking with True North about the condition of the property and determining that Habitat felt that the property was too far deteriorated to renovate, Habitat determined the site would be ideal for a new home. She described their desire to remove the structure, with a goal of creating new housing on the site. Further discussion by the commission about the condition and integrity of the house continued, with Commissioner Monk noting that without evidence to show that it was a contributing building, she could find no reason to deny the application. Commissioner Stuter stated he visited the site and that the structure was in rough shape. Discussion continued with the Commissioners and staff regarding research techniques, the Section 106 evaluation process, ordinance language, and difference between historic and architectural significance. Motion by Monk, seconded by Reber, to approve the application as presented. Motion carried by the following vote: Aye —Monk, Klavitter, McAndrews, Stuter, Rapp, Reber and Clark; Nay— none. ITEMS FROM PUBLIC: None. ITEMS FROM COMMISSION: The Commission discussed vacancies on the HPC and pending applicants. Minutes — Historic Preservation Commission February 6, 2020 Page 3 Commissioner Klavitter reminded the Commission of the ease of use of the My DBQ app for reporting violations found in the community to City Staff. ITEMS FROM STAFF: • Work Plan 2020 — Review A draft 2020 Historic Preservation Commission Work Plan was presented by Staff Member Carstens and she explained that it is reported to both the State Historical Society of lowa as well as to the City Council. Carstens proposed to delete two projects that had been on the plan for at least five years and had not moved forward due to lack of funds to support the projects: Historic District Entry Signs and an Economic Impact Study. Carstens stated that staff also made changes to the Survey and Registration Projects page by adding items regarding recent survey work at Eagle Point Park, and desire to research and survey underrepresented people, specifically African Americans and working with Indigenous Peoples. She noted that staff is waiting to hear more information from the State of lowa's Cultural Survey for African American Heritage as a guide for Dubuque, but it is a desire to take on this project due to it being an equitable approach to surveying. She also noted that the City has been engaging various tribes through the Four Mounds Protection Plan and suggested adding this item under the Survey & Registration Projects. Further discussion about the addition of relevant partners to the Outreach and Education page commenced. Motion by Monk, seconded by Reber, to include the updates to the changes as noted during the meeting. Motion carried by the following vote: Aye —Monk, Klavitter, McAndrews, Stuter, Rapp, Reber and Clark; Nay — none. • Ken Kringle Awards — Nominations at February 2020 Meeting Staff Member Carstens noted that staff will send out a summary of recommendations for nominations with categories for consideration in the next meeting packet for review and discussion. • Preservation Updates Staff Member Olson reference the meeting packet for various updates.
