INTRODUCTION
We are requesting a work session for Monday, March 9, 2020 to update the City
Council on preparation and response for COVID-19, coronavirus. I will present COVID-
19 planning and response activities along with a current situation report.
BACKGROUND
The City of Dubuque works jointly with the Dubuque County Health Department and the
Dubuque County Emergency Management Agency to plan for Public Health
Emergencies. We have a joint plan with many annexes covering a variety of public
health emergencies including newly emerging diseases and outbreaks. This plan is
updated periodically and most recently in July 2019. We also have education and
training requirements, including National Incident Management Training (NIMS) for key
staff to be qualified to work in a public health emergency situation, along with
communication avenues for working with and informing our community partners, health
care providers and those entities most affected by public health emergencies. The City
and County Health Departments receive guidance on these plans from the Iowa
Department of Public Health (IDPH) with limited funding support. We have direct access
to the IDPH 24 hours a day, seven days a week and are also part of the state and
Center for Disease Control and Prevention (CDC) Health Alert Network (HAN). The
CDC provides protocols, recommendations, guidance and support for all states. In
addition to public health preparedness, the city also collaborates with Dubuque County
Emergency Management and is a component of the Dubuque County Multi -
Jurisdictional Multi -Hazard Mitigation Plan.
DISCUSSION
The city of Dubuque is preparing and responding to an outbreak of respiratory disease
caused by a novel (new) coronavirus that was first detected in China and which has
now been detected in almost 70 locations internationally, including in the United States.
The virus has been named "SARS-CoV-2" and the disease it causes has been named
"coronavirus disease 2019" (abbreviated "COVID-19").
As outlined in the Dubuque County Public Health Emergency Preparedness Plan, the
Health Services Department is responding with the Dubuque County Health
Department, the Dubuque County Emergency Management Agency (EMA) and the
Dubuque Visiting Nurses Association (VNA.) in partnership with the Dubuque County
Healthcare Preparedness Coalition under the guidance of the Iowa Department of
Public Health (IDPH) and the CDC.
The virus causing COVID-19 is a new coronavirus that has not been previously
identified, and causes a respiratory illness ranging from a mild cold -like illness to severe
respiratory disease. Similar to influenza, the people who are most likely to have severe
disease and complications from COVID-19 are believed to be the very old, very young
and those with other chronic or underlying medical conditions. No vaccine or treatment
is currently available for COVID-19, so prevention is very important. Vaccine will take at
least ten to twelve months to develop. Currently, there are NO confirmed cases of
COVID-19 in Iowa. However, experts predict there will eventually be community spread.
The IDPH has held numerous, regularly scheduled webinars for local public health and
healthcare, sector specific (including business) webinars and provides consult and
communication for local public health agencies dealing with isolation and quarantine of
suspected and confirmed cases. Specific procedures are in place for monitoring
suspected and confirmed cases. The Dubuque County Public Health Preparedness
Plan contains standing orders from State Public Health Medical Director
and Epidemiologist Dr. Caitlin Pedati for isolation and quarantine. Healthcare providers
are also receiving guidance and directives from the IDPH, along with our local
Healthcare Preparedness coalition steering committee.
The COVID-19 information and guidance is changing daily, if not several times a day.
This is because World Health Organization (WHO) and CDC epidemiologists and
officials are monitoring current COVID-19 cases, research and activity around the world
and modify guidelines and recommendations on new and changing results.
