Commissioners Present: Dean Boles, Janice Craddieth, Hilary Dalton, Jerry Hammel, Michelle Hinke, Tom Wainwright Commissioners Absent: Sara Burley, Jeff Lenhart, Julie Woodyard Staff Present: Alexis Steger, Chris Lester, Kris Neyen, Lisa Barton Public Present: None Certification of Minutes Motion by Commissioner Wainwright to approve the December 18, 2019 Commission meeting minutes as submitted. Seconded by Commissioner Hinke. Motion carried 5-0. Correspondence/Public Input None Old Business None New Business a) Community Development Block Grant Application Review Chair Hammel reported no applications were received. b) Five Year Consolidated Plan Recommend Approval Alexis Steger, Housing and Community Development Director, explained that the City's consultant, Public Works, LLC, reported the Consolidated Plan was not available for approval at tonight's meeting. Steger requested that the Commission table this item until February's meeting. Steger reported there were no additional public comments received and gave a brief summary of the changes to the Consolidated Plan. Steger stated she will have a memo with the Consolidated Plan detailing the updates at February's meeting. Commissioner Boles inquired why the gender wage gap versus race wage gap wasn't mentioned in the Analysis of Impediments to Fair Housing. Steger reported she will research and provide an answer at the next meeting. 1 Motion by Commissioner Boles to table the approval of the Five Year Consolidated Plan until February's meeting. Seconded by Commissioner Dalton. Motion carried 5-0. Reports Rehabilitation Program Kris Neyen, Rehabilitation Programs Supervisor, gave a summary on the status of City owned, Community Housing Initiative (CHI), True North and Affordable Housing Network, Inc. (AHNI) properties. Neyen reported that 396 W. Locust was temporarily taken off the market, but will be listed again as a "new listing" on February 1sc Housing Commission No reports were given. Resilient Community Advisory Commission Commissioner Boles reported the main topic of the Resilient Community Advisory Commission meeting was the Climate Action Plan. Boles gave a brief summary of some of the highlights. Human Rights Commission Commissioner Hammel reported the Human Rights Commission did not meet in December. Information Sharing Steger reported that Dubuque's True North Corporation is no longer going to be involved with residential rehab; they are going to focus efforts on commercial in the north end. Next Tuesday at the City Council meeting, once approved, the City will acquire all the properties that True North was committed to. These properties will be the responsibility of the Housing and Community Development and added to Kris Neyen's job responsibilities. Neyen will also continue working with Community Development Block Grant (CDBG) Rehab projects. Gina Hodgson, Housing Financial Specialist for Rehab, is being transitioned to an open position of Assisted Housing Supervisor due to Teresa Bassler's retirement. The Housing Financial Specialist position will then be upgraded to run the other Rehab programs. With the move of True North properties, Ed Raber has joined the Housing and Community Development Department, in a contract until June, as the Interim Assistant Director. Steger reported that the Community Housing Initiative (CHI) notified her that they are not going to complete their contract with the City. CHI is going to complete the house they have started; however, they will not purchase any additional units. The City is looking at reallocating to other Developers. Steger stated there are also HOME funds available that Affordable Housing Network, Inc. (AHNI) could utilize.
