Council met at 7:35 P. M.
Present — Mayor Andelfinger,
Councilmen Kane, McEvoy, Schuck-
ert, Thompson, City Manager Evans.
Mayor Andelfinger stated that this
is the regular monthly meeting of
the City Council for the purpose of
acting upon such business as may
properly come before the meeting.
Communication of Frank Pierce,
Secretary of League of Iowa Munic-
ipalities, reporting on bills pending
before the State Legislature pre-
sented and read.
Councilman Schuckert moved to
receive and file the communication.
Seconded by Councilman McEvoy.
Carried by the following vote:
Yeas —Mayor Andelfinger, Council-
men Kane, McEvoy, Schuckert and
Thompson.
Nays —None.
Petition of Dubuque Automobile
Dealers Association requesting that
they be granted a dance permit,
without payment of the necessary
license fee, for the holding of danc-
ing in conjunction with the auto-
mobile show to be held in the for-
mer Roshek Building at 8th and
Main streets from February 14th to
18th inclusive presented and read.
Councilman McEvoy moved that
the prayer of the petition be grant-
ed. S e c o n d e d by Councilman
Schuckert. Carried by the following
tote:

Petition of Harry Parker et al.
requesting the grading of West Six-
teenth street presented and read.
Councilman Schuckert moved to
refer the petition to the City Man-
ager. Seconded by Councilman Mc-

Petition of J. J. Weber, referred
to the City Council by the Board of
Supervisors, requesting the suspen-
sion of the 1932 tax on N. 50 feet
of Lot 1 of 1 of 103, L. H. Lang -
worthy's Addition, presented and
read.
Councilman Schuckert moved to
refer the petition to the City Solic-
itor for investigation and report.
Seconded by Councilman Thompson.
Carried by the following vote:

Proof of publication, certified to
by the publishers, of the list of
claims for which warrants were
drawn during the month of Decem-

Council, Dubuque, Iowa.
Gentlemen: On March 20, 1926, by
resolution appearing on Page 67 of
the Council Proceedings for 1926.
there was created the office of In-
spector of Boilers, providing that
fees from said inspection shall pay
for the service rendered. According
to the record on the same page, it
was moved by Councilman Schrempf
that Charles E. Moy be appointed
Municipal Boiler Inspector. At that
time Mr. Robert Humphrey was
Building Inspector of this City.
We understand that the office was
created at the suggestion of Morri-
son Bros. Company who desired to
have a man available at any or all
times at their plant for inspection of
pressure vessels. Mr. Glab has again
made request that inasmuch as Mr.
Moy has died, that the Council ap-
point Mr. Fred J. Homan of 2225
Central Avenue, a former employee
of Morrison Bros. Company and ex-
perienced in this line of work.
It is distinctly understood that
Morrison Bros. Company shall com-
pensate Mr. Homan for his services.

the Council Proceedings for the
month of December, 1932, be ap-
proved as printed. Seconded by
Councilman Thompson. Carried by

Councilman McEvoy moved that
bids be received for the printing of
the index and binding of the Coun-
hauling of wood, where necessary,
providing that the County of Du-
buque does the same, the amount of
wood to be hauled to any one party
not to exceed two loads and the dis-
tance of haul not to be over ten
miles one way. Carried. by the fol-
lowing vote:

Petition of Trausch Baking Com-
pany et al., property owners abut-
ting on Main Street, requesting that
Main Street from Charter Street to
West 17th Street be paved present-
ed and read.
Councilman Thompson moved to
suspend the rules for the purpose of
allowing any one present in the
Council Chamber, who wishes to do
so, to address the Council. Second-
ed by Councilman Schuckert. Car-
ried by the following vote:

men Kane, McEvoy, Schuckert and
Thompson.
Nays —None.
Mr. Paul Nauman addressed the
Council relative to the petition re-
questing the repaving of Main Street
from Charter Street to West 17th
Street.
Councilman Kane moved to refer
the petition to the City Council and
the City Engineer and instructed to
ascertain the per cent of signers
accompanying the petition for the
repaving of Main Street from Char-
ter Street to West 17th Stret. Sec-
onded by Councilman McEvoy. Car-
ried by the following vote:

men Kane, McEvoy, Schuckert and
Thompson.
Nays —None.
Petition of American Legion, Du-
buque Post No. 6, Geo. W. Kennelly,
Chairman of Concessions Committee,
requesting that no license be issued
for concessions without the 0. K. of
the Concessions Committee of the
American Legion, during the conven-
tion of the American Legion which
will be held from August 6th to 9th,
inclusive, presented and read.
Councilman Schuckert moved that
the prayer of the petition be grant-
ed. Seconded by Councilman Thomp-
son. Carried by the following vote:

Petitiotn of Dubuque Trades and
Labor Congress protesting against
the cut in wages recently put into
effect by the City of Dubuque and
also requesting that they be granted
permission to address the Council
on this matter presented and read.
Councilman Thompson moved that
the petitioin be received and filed
and the request to address the Coun-
cil be granted. Seconded by Council-
man McEvoy. Carried by the follow-
ing vote:

men Kane, McEvoy, Schuckert and
Thompson.
Nays —None.
Messrs. Quinn, Richards and Hen-
dricks addressed the Council rela-
tive to the petition of the Dubuque
Trades and Labor Congress.
Communication of City Division of
Dubuque County Taxpayers Associa-
tion, with attached resolutions, one
resolution commending the City for
reducing the expenditures in an
amount equal to $40,000.00 per year
and the other resolution requesting
a reduction in contemplated expendi-
tures for the coming year to a point
at least 25% below those of prev-
ious years, presented and read. Mr.
W. A. Norman addressed the Coun-
cil relative to the communication of
the City Division of Dubuque Coun-
ty Taxpayers Association.
Councilman Schuckert moved to
receive and file the communication
and attached resolutions. Seconded
by Councilman Kane. Carried by the
following vote:
Yeas —Mayor Andelfinger, Council-
men Kane, McEvoy, Schuckert and
Thompson.
Nays —None.
Councilman Thompson moved that
the City of Dubuque discontinue the
sprinkler alarm service at the Ninth
Street Fire Engine House, the same
to become effective July 1st, 1933,
and that the City of Dubuque secure
immediate releases for said service
to July 1st, 1933, from all interested
parties. Seconded by Councilman
Schuckert. Carried by the following
vote:
