Gentlemen: I am submitting here- with reports of the City Auditor, City Treasurer, and City Water Works for the month of October, 1933, also list of claims and list of payrolls for which warrants were drawn during the month of October, 1933. Gentlemen: At the meeting of September 6th a petition from C. B. Jenkins of 11 East 26th Street was presented to the City Council re- questing that a new street light be installed at the intersection of White and 26th Streets. The Council viewed this location November 4th and the decision was that until such time as all lights could be changed on White Street on which street they are located in the middle of the blocks due to the close relationship of the streets both east and west of White Street, namely Central Avenue and Jackson Street, that no additional lights would be installed at this time. Yours very truly, R. M. EVANS, City Manager. Councilman Schuckert moved that the communication be made a mat- ter of record. Seconded by Council- man McEvoy. Carried by the fol- lowing vote: Yeas —Mayor Kane, Councilmen Andelfinger, McEvoy, Schuckert and Thompson. Nays —None. November 6, 1933. To the Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: The petition of Miss B. E. Bush, presented to the City Council October 23rd, requesting that a storm sewer be constructed along Lot 1 Pinehurst Subdivision, was viewed by the City Council No- vember 4th. Due to the fact that no money is available for storm sewer con- struction in this location at this particular time, the decision of the Council was that until such time as money could be provided for this construction, that the storm sewer ditch, which is badly filled and averts the water over the entire lower end of the lot, be deepened and the earth be filled up along both sides of the trench to prevent immediate flooding. Yours very truly, R. M. EVANS, City Manager. Councilman McEvoy moved that the communication be made a mat- ter of record. Seconded by Council- man Schuckert. Carried by the fol- lowing vote: Yeas —Mayor Kane, Councilmen Andelfinger, McEvoy, Schuckert and Thompson. Nays —None. November 6, 1933. To the Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: On Saturday after- noon, November 4th, four members of the City Council viewed White Street at the Page Hotel and the Coca -Cola Company north of East Fourth Street. These two locations have been a source of flooding con- dition twice within the last eighteen months. Consideration was given toward the erection, by the City, of area- ways around the present windows and openings into the basements of these two buildings. Due to the fact that the sidewalk and curb had been lowered recently at the new construction on said White Street and that there already exist in the block between 4th and 5th Streets, on the west side of White Street, many other steps and areaways pro- jecting into the sidewalk space, it was the decision of City Council that authority be granted at once to construct such necessary area- ways to prevent future flooding of the Coca -Cola Company cellar and the Page Hotel cellar, conditioned 274 Regular Session, November 6th, 1933 on the construction of the areaways being built as close to the property lines as possible. Gentlemen: On November 4th the City Council viewed the following streets upon which objections had been raised this Summer and petitions had been filed and approved for grading and oiling the same, namely Schroeder Street from Lowell to Seminary; Lo- well Street from Abbott to east of Schroeder Street; Maple Street from the north end of East 14th Street; East 14th Street from Maple to the railroad tracks. The City Council approved the present condition of the above men- tioned streets. Yours very truly, R. M. EVANS, City Manager. Carried by the fol- lowing vote: Yeas — Mayor Kane, Councilmen Andelfinger, McEvoy, Schuckert, Thompson. Nays —None. November 6, 1933. To the Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: The City Council viewed the loca- tion at the northeast corner of Wind- sor Avenue and Ries Street of a two - story frame building that is physic- ally beyond rental or livable use. This building is a hazard to adjoin- ing property and is a hazard to per- sons walking on the sidewalk on Wes Street inasmuch as a portion of the front entrance extends out over the sidewalk. Complaints have been filed with the City for years in this connection and reports from the Fire Chief, Sanitary Inspector and Build- ing Inspector condemn any future use of this building. Accordingly, the decision of the City Council upon viewing the same November 4th, was that steps be im- mediately taken to have the building condemned and removed. The mat- ter was referred to the City Solic- itor to prepare the necessary pro- cedure. Yours very truly, R. M. EVANS, City Manager. Councilman Schuckert moved that the communication be made a mat- ter of record and the City Solicitor instructed to prepare the proper pro- ceedings. Seconded by Councilman McEvoy. Gentlemen: At the meeting of Council, September 22nd, a petition from Mrs. Mary McMahon, et al, of Nowata Street, was referred to the City Council. The petition request- ed a street light to be installed on Nowata Street between West 14th Street and Julien Avenue. On November 4th Council viewed this street and found that not a single light existed on this rather long section of Nowata Street and approved the installation of a new street light in the middle of the block at the existing angle. Ac- cordingly, the City Manager recom- mends a 400 C. P. overhead street light at this angle location. Yours very truly, R. M. EVANS, City Manager. The request was for two additional street lights on Stoltz Street on portions of a new graded section extending as far west as Davenport Street. The decision of City Council was that 110 lights should be installed on this section at this time. Yours very truly, R. M. EVANS, City Manager. Shambaugh of 291 South Hill Street, dated August 7th, requesting that the alley east of Grandview Avenue and north from South Hill Street be vacated for a distance of 135 feet was considered and viewed by the City Council on November 4th. Council determined that this would be an injustice to the abutting pro- perty owners on the alley north of this proposed vacation and ac- cordingly the petition was denied. Yours very truly, R. M. EVANS, City Manager. Councilman Andelfinger moved that the communication be made a matter of record. Seconded by Coun- cilman Schuckert. Duccino, 2800 Shiras Avenue, and other property owners in that vicin- ity, was filed with the Council re- questing an extension of the present storm sewer in Shiras Avenue for a distance of five to six blocks to- ward the north.
