On behalf of the citizens of Dubuque and my City Council colleagues, I am writing to
encourage you to join with your colleagues in Congress and pass national infrastructure
legislation. We are living through perilous times as COVID-19 continues to spread throughout
the country. We have seen serious impacts on the stock market, and we will certainly see
continued negative impacts ripple through the national and global economy.
Infrastructure investment has always been a catalytic and bipartisan antidote to a threatened
economy. Infrastructure investment is critical to moving America forward. Local governments
and states have stepped up over the past 10 years with more than $3.8 trillion in municipal
bonds to address their most pressing needs. However, a $2 trillion infrastructure funding gap
remains for our nation's transportation and water networks and does not reflect the costs of
expanding broadband access critical to our economy and the effects of climate change.
Passing a bipartisan infrastructure bill would provide some economic security and stimulus for
the citizens of Dubuque and Iowa and for Americans throughout the country. Infrastructure
investment has been a priority of the Trump Pence administration for the past three years.
Considering the current threats to the U.S. economy, we see this time as an perfect
opportunity for broad bipartisan support of a national infrastructure bill that could include FAST
Act reauthorization, reauthorization of the Clean Water State Revolving Loan Fund, support for
WRDA reauthorization and broadband investment.
I urge you to act on this request to ensure prosperity for all Americans through tumultuous
times.
