Leisure Services Manager Marie Ware is transmitting information that the grant
application to the Dubuque Metropolitan Area Solid Waste Agency Minimization Grant
for the Multicultural Family Center expansion was approved and awarded.
This waste minimization grant is to reduce the food, paper and other recycling
components as well as trash waste from the variety of events and programs at the
Multicultural Family Center. The Center is currently being expanded in a construction
project, which includes a new kitchen.
A minimum 25% match was required by the grant and the construction project budget
covers this match. The grant request is for $25,000 and it is being matched by $24,800
of the City project funds for items already in the construction budget related to the
kitchen construction.

INTRODUCTION
The purpose of this memorandum is to share information that the grant application to
the Dubuque Metropolitan Area Solid Waste Agency Waste Minimization Grant for
Multicultural Family Center expansion was approved and awarded.
DISCUSSION
This waste minimization grant is to reduce the food, paper and other recycling
components as well as trash waste from the variety of events and programs at the
Multicultural Family Center (MFC). The Center is being expanded in a construction
project currently in progress. A new kitchen is included, and a change order was
instituted to put in a commercial dishwasher as Leisure Services identified waste
minimization and the opportunity to share best practices of minimization within the teen
programs and other cultural events and programming. Currently all events use throw-
aways for the events and activities that have food. There is no food scrap collection as
the current facility does not have places for it to be instituted. 80% of the programs and
activities held are geared toward minorities and gender identities and attendance at
these events and activities is a very diverse set of individuals as well as ages. In the
future there is also going to be an emphasis on added programming for the seniors and
active seniors in the mornings at the expanded Center.
Cultural and other programming most often features serving of food or meals. Meals
and other food is also catered resulting in throw away serving trays, pans and utensils in
addition to all the throw away paper plates, cups, napkins, and plastic silverware.
The MFC has growing teen and tween programs that have about 40 participants each
on two program nights and most of those now coming to the MFC the other three
evenings of the week after school. A Teen Advisory Board has just begun. A meal is
served the two program evenings and snacks and other foods are served other times.
The Summer Teen Empowerment Program has 20 teens plus staff being served lunch
five days a week. Part of the responsibility for the teens in these programs is serving,
clean-up and sometimes food preparations.
The addition of the dishwasher with dinnerware, glass ware, flatware and all serving
wares and utensils will replace use of paper and other throw away products. The
addition cooking wares including pots, pans, utensils and more will allow a reduction in
throw away one-time use catering items. All of these items need areas they will be
stored when not used.
The sorting of waste items will be accommodated through food scrap receptacles, wash
out area, and outdoor storage space until pick up. Recycling and trash containers will
be located throughout the building with appropriate signage to allow all Center visitors to
understand what can be recycled. Casework is also provided for storage of these items.
Increasing recycling of items like napkins, tissues and paper towels will reduce trash
waste in appropriate recycling containers. Bottled water is often used so cups and
pitchers will eliminate the need for the bottles which add to the waste stream.
This grant is for the physical structures and equipment to allow food scrap collection
and waste reduction from the MFC. Education and responsibilities for clean-up will be
integral to the teens served at the MFC. Their current job duties involve clean up after
meals thus new cleanup procedures will be instituted for washing the dishes and
separating food scraps. The waste reduction described will be used also during events
and activities of the Center. This will also allow the opportunity for many more to learn
waste reduction strategies for their own home.
BUDGET IMPACT
A minimum 25% match was required by the grant and the construction project budget
covers this match. The grant request is for $25,000 and it is being matched by $24,800
of the city project funds for items already in the construction budget related to the
kitchen construction.
CONCLUSION
I respectfully share with the City Council that the grant application to the Dubuque
Metropolitan Solid Area Waste Agency Waste Minimization Grant for Multicultural
Family Center expansion was approved and awarded.

Dear Ms. Ware:
It is my pleasure to inform you of the Dubuque Metropolitan Area Solid Waste Agency's
Board of Directors decision to award $25,0000 in funding assistance towards the
Multicultural Family Center's Food and Meal Waste Minimization Project.
The Grant Review Committee and staff recommended to modify the grant request
budget to align with the policy and the Board agreed to fund the modified request, which
is attached. The committee and staff recommended grant funding cover the costs all the
items requested in the grant.
The Agency requires its logo be visible in any promotional materials or signage for
this project. A clean graphic will be provided upon request. Attached is a copy of the
recommendation from the Agency's Waste Minimization Grant Review Committee as
presented to the Board on March 18, 2020.
For reimbursement of the grant funding request to occur, you will need to submit copies
of paid invoices for items listed in the attached amended budget. The Agency will
reimburse Leisure Services for qualified expenses listed on the attached Waste
Minimization Grant Expense Reimbursement Form. Ten (10) percent of the requested
funds for non -educational materials ($2,500) will be retained by the Agency until the
final report, also attached, is received and reviewed by Agency staff. Upon completion
of their review, the retained funds will be released. Any expenses incurred prior to
March 18, 2020 will not be reimbursable.
Any photos of the projects progress, staff testimonials related to how the completed
project improved the management of compostable materials, or information you feel
demonstrates the impact of the project which staff can share with the Board upon
completion of the project would be appreciated.

INTRODUCTION
The purpose of this memorandum is to convey recommendation from the Waste Minimization
Grant Review Committee regarding the grant application received.
BACKGROUND
In September 2019, the Board approved an updated Waste Minimization Grant Policy whereby
entities requesting funds exceeding $500 would be referred to a committee for review and
recommendation. The committee includes the Solid Waste Agency Administrator, the
Education and Communication Coordinator and up to three Dubuque County citizens.
DISCUSSION
Ken Miller, Bev Wagner, Beverly Berna and Raki Giannakouros met to consider the attached
application received from the City of Dubuque. With consideration given to the waste
minimization grant policy guidelines, previous disbursements, future obligations and the
recommended review criteria, the committee evaluated the grant request. After discussion and
deliberation, the committee reached consensus on the following recommendation:

The review committee felt the request for funding for aligned with policy guidelines by focusing
on source reduction, reuse methods, recycling, composting, waste reduction, solid waste best
practices and education.
ACTION STEP
