Sealed bids were received for the Cedar Street Force Main Air Vacuum Release Valve
Replacement Project. Project Manager Steve Sampson Brown recommends award of
the public improvement construction contract to the low bidder, Tschiggfrie Excavating
Co., in the amount of $132,955, which is 1.6% below the estimate of probable cost of
$135,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the recommendation to award the public improvement construction contract for the
Cedar Street Force Main Air Vacuum Release Valve Replacement Project.
BACKGROUND
In general, a force main system is comprised of lift stations and pressurized sanitary
sewer pipes known as force mains. Each component of the sanitary sewer utility lift
station and force main system requires periodic evaluation and improvements so that
they remain in reliable condition and can fulfill their vital role in conveying the City's
wastewater to the treatment plant. Approximately 80% of wastewater that flows to the
Water & Resource Recovery Center (W&RRC) for treatment arrives via the City's Cedar
Street and Terminal Street lift stations through a 30" and then 42" force main pipe
network. The existing 42" force main which runs between the Terminal Street Lift
Station and the W&RRC was constructed in 1977 and is made of prestressed concrete
cylinder pipe. The Cedar/Terminal force main system is beginning to show signs of
wear and there is a need to evaluate and plan for system improvements.
DISCUSSION
In June of 2019 the City Council authorized the release of a Request for Proposals
(RFP) related to selecting a vendor to conduct a remote, internal pipe inspection of the
42" force main. After a vendor was selected, city staff and the project's consulting
engineer from Strand Associates, Inc. worked with the pipe inspection vendor to
determine the best insertion location for the inspection tool and the project schedule.
The existing valve vault at the intersection of 14th Street and Sycamore Street was the
selected location for inserting the tool. In order to make this location ready to receive
the pipe inspection tool, several modifications to the concrete value vault and force main
piping are required. This project will make the needed modifications which include
replacement of air release/vacuum valve on the Cedar Street force main. Replacement
will consist of demolition and modifications to the existing valve vault structure,

excavation and placement of a new structure top slab with improved access doors, and
various ductile iron pipe work including new air/vacuum valves, pipe restoration, and
other minor items.

BID RESULTS
Two bid proposals were received on the project by the City Clerk on March 19, 2020 and
opened live via YouTube. Tschiggfrie Excavating Company, of Dubuque, IA submitted
the low bid in the amount of $132,955.00. This amount is 1.6% below the estimate of
probable cost of $135,000. A summary of the bid proposals received is as follows:

Valve Replacement Project to Tschiggfrie Excavating, Company of Dubuque, IA, in the
amount of $132,955.00.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE CEDAR STREET
FORCE MAIN AIR VACUUM RELEASE VALVE REPLACEMENT PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for Cedar Street
Force Main Air Vacuum Release Valve Replacement Project, (the Project) pursuant to
Resolution No. 76-20 and Notice to Bidders published on the City of Dubuque, Iowa
website and plan room service with statewide circulation on the 3rd day of March 2020.
Whereas, said sealed proposals were opened and read on the 19th day of March
2020 and it has been determined that Tschiggfrie Excavating Company of Dubuque,
Iowa, submitted low bid in the amount of $132,955.00, and is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded
Tschiggfrie Excavating Company and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
