The application, staff report and related materials are attached for your review. Discussion Dave Stuart, member of the Downtown Neighborhood Council spoke in favor of the request. He indicated that the trash receptacles would be identical to the ones located on Main Street near the Town Clock. He indicated that the City will take over ownership of the trash receptacles and Operations and Maintenance Department has agreed to maintain and provide waste removal services. He stated that the Downtown Neighborhood Council received a neighborhood grant to purchase the trash receptacles. Assistant Planner Wally Wemimont presented the staff report noting that the trash receptacles are consistent with the City of Dubuque Streetscape and Landscape Guidelines. There were no public comments. The Historic Preservation Commission discussed the request, noting that the trash receptacles are consistent with the City of Dubuque Streetscape and Landscape Guidelines. Recommendation By a vote of 5 to 0, the Historic Preservation Commission recommends that the City Council approve the request to place trash receptacles in the public right-of-way. Concurrence from the Historic Preservation Commission is needed to locate the trash receptacles in the public right-of-way in the Jackson Park Historic District. Receptacles will be of black strop design used in Main Street area and produced by Victor Stanley, Inc. Receptacles will be donated to City and City will be responsible for maintenance and refuse removal. The Downtown Neighborhood Council envisions adding planters, benches and additional trash receptacles in a program of streetscape improvement Downtowrc The Council will be completing plans and submitting a Historic District Public Improvement Program (HDPIP) grant application shortly and requests that the CDBG grant funds be considered as the associations 25% match for the HDPIP program as allowed by HDPIP guidelines. The right-of- way located in the Jackson Park Historic District borders many historic buildings. The buildings located throughout the Jackson Park Historic District are primarily mixed use residential, commercial and office. The bulk of the Jackson Park Historic District is primarily residential. The right-of-way and sidewalks in the Jackson Park Historic District are both narrower than those found in the nearby commercial area downtown. Property History: The Downtown Neighborhood Council has been active in keeping their neighborhood free of litter and started the annual downtown neighborhood clean-up a number of years ago. As a group, they have suggested that placement of additional trash receptacles in this densely populated downtown neighborhood would be beneficial in their efforts at maintaining a clean and inviting neighborhood. Staff Analysis: The applicants are seeking Historic Preservation Commission support for proposed streetscape improvements in the public right-of-way. The Downtown Neighborhood Council has proposed the installation of trash receptacles. The applicants are proposing to install black strap steel, powder coated trash receptacles that are identical to the new trash receptacles located in the Town Clock Plaza area on Main Street. The trash receptacles will have a lid to keep rainwater out of the receptacles. Design Review Staff Report - Downtown Neighborhood Council Page 2 The role of the Historic Preservation Commission in reviewing this project is to serve as an advisory design review body to the City Council for review of public works projects which have historic preservation implications in historic districts. The Commission's recommendation will go on to the City Council with the application materials for their review and approval of the project. Following are the proposed locations for the trash receptacles to be installed: a)Grass strip on 17th Street southeast comer of West Locust and 17th Street b)Grass strip on West Locust, northeast comer of Locust and 16th Street c)Lawn area north of 15th Street steps on Bluff Street. d)Northeast corner of Loras Boulevard and Bluff Street (near where telephone booth was). e)Grass strip on Locust Street- northwest corner of Locust Street and 12th Street. f)Grass strip between Library sign and bench - southwest corner of Locust Street and 11th Street. g)Grass strip on Loras Boulevard - northwest corner of Loras and Main Street. h)Grass strip on 13th Street - northwest corner of 13th and Main Street. i)Sidewalk next to light post (replaces existing receptacle) in front of Alliant Energy - northeast corner of 10th and Main Streets. The applicants have been working with the Engineering Department for approval of the site locations and also Operations and Maintenance for the waste removal service. The applicants are using a neighborhood grant in order to purchase the trash receptacles. They indicate in their application that the trash receptacles are part of a larger scale of streetscape improvements, and they would like the trash receptacles to count as their match towards the Historic District Public Improvement Program. In addition to the trash receptacles, the Downtown Neighborhood Council will be coming before the Commission to add planters, benches and additional trash receptacles. Compliance with Design Guidelines: In 2002, the Streetscape and Landscape Guidelines were created to help provide recommendations for public improvements in the public right-of-way. Trash receptacles were taken into consideration with the Streetscape and Landscape Guidelines. The proposed trash receptacle is shown as a recommended style in the Design Guidelines. MEMORANDUM TO:Historic Preservation Commission FROM: Jerelyn O'Connor, Neighborhood Development Specialist DATE: May 7, 2003 SUBJECT: Downtown Neighborhood Council Placement of trash receptacles in Jackson Park Historic District The City of Dubuque's Operations and Maintenance Department has agreed to accept the proposed trash receptacles. The Department will be responsible for installing the receptacles and for emptying the receptacles on a regular basis. This was confirmed in a recent meeting with Don Vogt, Manager, Operations and Maintenance and John Klostermann, Street Maintenance Supervisor. The Department currently is responsible for the trash receptacles (green and white) located in various locations in the City.
