RE: ZC#05-19-03 Joel Callahan R-2 to M-1/Conditional Seippel Road
Dear Chairperson Waller:
This letter is regarding the M-1 Industrial/Conditional rezoning request by Joel Callahan for 10 acres
of a larger parcel of land that he owns on Seippel Road. This parcel is adjacent to the Dubuque
Industrial Center West. As you know, the City of Dubuque, in partnership with Dubuque County, has
made a substantial investment in developing this industrial park with the extension of City water and
sewer mains, construction of recreational and stormwater management facilities, and improvements
to Seippel Road.
The parcel that Mr. Callahan wants to rezone and develop for contractor's shops is in a primary
growth area with City of Dubuque services available, adjacent to a major asset for economic
development in the greater Dubuque area, and should be developed accordingly. The City of
Dubuque respectfully requests that if Dubuque County approves the rezoning request, that the
rezoning be approved with these conditions:
1. that the parcel be developed to City subdivision and site development standards,
2. that streets be built with an urban street profile with integral curb and gutter,
3. that provisions be made for future connection to City services upon annexation to the City of
Dubuque, and
4. that access be provided to the south to the Dubuque Industrial Center West.
I hope that you will carefully consider the four conditions that the City of Dubuque has recommended
