SUBJECT: Pre-Disaster Mitigation Committee
East Central Intergovernmental Association (ECIA) has been assisting the City in
revisions to the Pre-Disaster Mitigation (PDM) plan. This is an expansion of an existing
plan previously prepared by ECIA and the City of Dubuque in 2001. The new plan will
include new federal regulations in order to bring our existing plan into compliance. This
process will include the formation of a Pre-Disaster Mitigation (PDM) Committee with
city representatives appointed by the Mayor. Based upon suggestions from ECIA it is
recommended that the following be appointed to the PDM Committee:
· Kyle Kritz, Associate Planner;
· Gus Psihoyos, Assistant City Engineer;
· Cindy Steinhauser, Assistant City Manager
· Don Vogt, Operations and Maintenance Manager
· Andy Perry, Airport Manager
· KimWadding, Police Chief
· Dan Avenarius, Police Lieutenant
· Dan Brown, Fire Chief
· Rick Steines, Assistant Fire Chief
· Tom Berger, Emergency Management Director
· Susan Gwiasda, Public Information Officer
· Two City Council representatives*
*Council Member Nicholson and yourself were appointed to serve in this capacity in
2001 during the formation of the original PDM plan.
I respectfully request your approval of the list of recommendations and request
appointment of two members of the City Council.

Dear Michael:
As you are aware, ECIA will be assisting the City of Dubuque in the preparation of their
PDM (Pre-Disaster Mitigation) Plan. However, one of the first steps in this process is the
formation of a planning committee to assist in the preparation of the Pre-Disaster
M/tigation Plan.
The volunteers on this committee should be appointed by the Mayor and should consist
of as many of these people as possible; One or more of the elected officials- from City
Council; Representative(s) from Fire Department; Representative(s) from Police
Department; Public Works Representative; City Engineer(s), Emergency Management
Coordinator from the Cotmty, and Emergency Personnel, for example, the city's
ambulance. In addition, representatives from the utility companies, coun;y engineers, and
persons responsible for safety can be invited to be on this task force.
Please provide a list of the appointed committee members including their titles to me as
soon as possible.
