The Dubuque City
Council met in special
session at 6:30 p.m. on
March 2, 2010 in the
Historic Federal Build-
ing.
Present: Mayor Buol,
Council Members
Braig, Connors, Jones,
Lynch, Resnick, Voet-
berg, City Manager
Van Milligen
Mayor Buol read the
call and stated this is a
special session of the
City Council called for
the purpose of discus-
sing various City de-
partmental budgets.
Fiscal Year 2011 De-
partmental Budgets
were presented by
staff from the follow-
ing City departments:
Emergency Communi-
cations, Emergency
Management, Airport,
Police, and Building
Services.
Emergency Communi-
cations: Emergency
Communications Man-
ager Mark Murphy in-
troduced staff and pre-
sented the Fiscal Year
2011 budget for this
department. Respond-
ing to questions from
City Council, Murphy
stated that the 911 Call
Center receives a total
of 20,000 calls per
month with 3.3 actual
911 calls per hour.
Emergency Manage-
ment: Emergency Man-
agement Director Tom
Berger presented the
Fiscal Year 2011 budg-
et for this department.
Responding to ques-
tions from City Council,
Berger stated that ad-
ditional outdoor sirens
will be added and the
outdoor warning sy -
tem is more tha"

public education in
combination with the
sirens' voice activation
element will increase
citizen awareness for
any type of outdoor
emergency, including
high -wind events.
Airport: Airport Man-
ager Bob Grierson in-
troduced Airport Com-
mission members and
staff and presented the
Fiscal Year 2011 budg-
et for this department.
Responding to ques-
tions from City Council,
Grierson stated that
following the terminal
relocation, the old ter-
minal building will be
leased at market value
and that the Car Rental
and Rental Car ac-
counts are the differ-
ence between com-
mercial and fixed -
based uses. Grierson
added that while there
has been a reduction in
overall facility capaci-
ty, current flights are
full.
Police Department:
Police Chief Mark
Dalsing introduced
staff and presented the
Fiscal Year 2011 budg-
et for this department.
Responding to ques-
tions from City Council,
Dalsing stated that K9
Unit dog handlers have
the option of keeping
retired police dogs as a
pet and agreed that
the new blue Commun-
ity Oriented Police uni-
forms are not as visible
and recognizable as
the old black and yel-
low uniforms. Dalsing
added that the majori-
ty of background
checks can be done
electronically, and that
the department contin-
ues to apply training
techniques when faced
with intercultural sit-
uations.

clarified that the Fed-
eral Building custodial
supplies are paid from
the Housing and Com-
munity Development
Department's budget
and custodial person-
nel is paid from the
Building Services De-
partment's budget.
Van Milligen stated
that the former Hous-
ing and Community De-
velopment Department
building at 18th and -
Central will be histori-
cally remodeled for po-
tential use by the Head
Start program and
would serve as an an-
chor to the Washington
neighborhood. He .ex-
plained that this proj-
ect is dependent upon
the Dubuque Racing
Association profit dis-
tribution which cannot
be used for property
tax relief, but could be
used for another CIP
project if directed by
City Council.
There being no fur-
ther business, upon
motion the City Council
adjourned at 8:26 p.m.
