Energy savings are gallons of fuel saved. The calculations for emissions factors are based on the 2008 Mobile Emissions Document published by the EPA. The Dubuque Metropolitan Transportation model was used as the basis for projecting the amount of travel time and traffic volumes in the corridor, averaging the traffic at each intersection to determine the vehicular traffic for the corridor. The software used for the traffic model is Transcad. The calculations used standard emissions formulas as accepted by the Iowa DOT for Iowa Clean Air Attainment Program grant applications. A 20 year useful life was used because that is considered to be the useful life for traffic signal equipment. This existing system through this corridor fails repeatedly causing traffic congestion and driver delay. At times failures of this system causes traffic signals to stay "red" instead of allowing traffic to progress on Central Avenue (Highway 52). Photos showing typical delay and congestion are attached. The City of Dubuque has an existing Traffic Operations Center located in City Hall at 13th Street and Central Avenue (as shown on the attached plan exhibits). The City has implemented other projects of this nature. The Traffic Operations Center utilizes ACTRA as a centralized traffic control software system. With the ACTRA system traffic monitoring can occur allowing the signal timing and progression to be adjusted "real time" to account for special event traffic or unusual traffic patterns. This proposed project will utilize the existing Traffic Operations Center. This proposed project will replace traffic signals within the corridor with updated equipment including signal hardware, control cabinets, and monitoring equipment, which is compatible with the existing ACTRA system. Another required component of the project is the installation of fiber optic conduit and fiber cable to allow communications between the signals and to the Traffic Operations Center. Installation of this equipment will allow monitoring of traffic flow and synchronization of the traffic signals to reduce vehicle stoppages, delay and emissions. By synchronizing the signals along Central Avenue it encourages vehicles to use this corridor instead of the more residential corridors in the Millwork District which parallel this corridor. This is consistent with the Cities intended complete streets usage of the Millwork District as supported by the TIGER Grant. The ITE (Institute of Transportation Engineers) standard is the use of LED traffic signal heads, so these signal heads will be installed as part of completing the standard equipment instead of a separate energy calculation to support the use of LED traffic signal heads : The standard City of Dubuque public bidding process will be used, also as defined by the Iowa Administrative Code for municipal improvements completed by the contract. It is estimated the preparation of plans and specifications will be completed to allow the bidding process including City Council award of the contract in July 2010. Construction activities are estimated to take 5 months from July 2010 to November 2010. The local match funding is available July 1, 2010. The project will begin in the downtown area of Dubuque along the U.S. Highway 52 /Central Avenue corridor. The project begins at the intersection of U.S. Highway 52 /Central Avenue and 9th Street, where a new control cabinet will be installed in order to tie into the existing system. Existing signals at 11th Street and 12th Street have already been updated and will be connected to the rest of the corridor. Beginning at 13th Street intersection fiber optic conduit and fiber optic cable will be installed and continue along the Central Avenue corridor to 22nd Street, where it will tie into the existing fiber optic system along White Street. New traffic signals will be installed at 14th Street, 17th Street, 20th Street, 22nd Street, and 32nd Street. Existing traffic signals will be removed at 15th Street. From 22nd Street to 32nd Street the existing fiber optic corridor along White Street will be used. Fiber optic conduit and fiber cable will resume installation at 32nd Street, tie into existing fiber and continue along U.S. 52 to Iowa 32 where it will terminate and connect to existing traffic signal which already has capabilities to be added to the ACTRA system. https:// www. iowagrants. gov/ getApplicationPrintPreview .do ?documentPk= 1267738057554 3/5/2010 WebGrants Page 7 of 14 The Dubuque region transportation network faces serious challenges. Due to the terrain, travelers in the greater Dubuque area face sustainable transportation challenges leading to dependency on their automobiles. The main corridor through downtown Dubuque was not designed to meet the commuting and goods movement demands of the 21st Century. The resulting gridlock reduces travel time efficiencies, increases fuel consumption and greenhouse gas emissions. Since the Central Avenue corridor from 9th Street to Iowa 32 is not currently synchronized, at times traffic stops at every one of the 8 traffic signals. There is significant truck traffic on the corridor. The stop and go traffic not only causes vehicle delay but also increases vehicle emissions. When traffic is congested and traffic signal lights are red, vehicles sit idle at intersections consuming additional fuel. Since U.S. 52 /Central Avenue is a major thoroughfare through Dubuque, if many vehicles are idle at many intersections fuel consumption increases dramatically. Synchronizing traffic signals along the corridor to allow progression in a timely fashion, reduces the time vehicles sit idle and decreases fuel consumption. Dubuque can serve as a model for cities under 200,000 where over 40% of the United States populations resides. In medium sized cities like Dubuque, a traffic operations center with the technology and expertise to control synchronized traffic signals and monitoring systems is not common place. The Dubuque Traffic Operations Center has frequently provided tours to cities such as Davenport, Iowa; Appleton, Wisconsin; West Des Moines, Iowa; Cedar Rapids, Iowa; and Waterloo, Iowa. This project will demonstrate the ability to take a corridor initially constructed in the late 1800's into the 21st Century. Project Narrative/Scope of : The project will help solve the region's transportation problems by: Work: Description must Providing transportation planners with instrumentation infrastructure answer: HOW that enables rich real -time data gathering to support and enable the design and implementation of smarter choices. • Improving traffic flow and safety conditions on U.S. 52/ Central Avenue The project design will be finalized to create plans as specifications suitable for bidding. Dubuque has experience attracting bidders with adequate experience to perform this type of work to bid on similar projects. Following completion of the plans and specifications, and obtaining required permits from the Iowa DOT, the plans and specifications will be distributed to bidders. A contract will be awarded to the lowest bidder who has the experience and resources to complete the project. Throughout the duration of the installation, a City representative will be onsite to verify that the installation is in conformance with the plans and specifications. Upon demonstration that the operation of the system is functional, the final payment will be made to the contractor and the project accepted. Describe the Projects Goals The goals and objectives of this project are to remove old traffic signals that do and objectives: not have the capability to be interconnected with the City of Dubuque ACTRA system. Replace the signals with a system compatible with the ACTRA system. Install new hardware including conduits and wiring that will increase the reliability of the system Install fiber optic and networking infrastructure to allow interconnection of the corridor to replace the old seven wire interconnection. By installing a fiber optic cable system, the corridor can be connected to the existing Traffic Operations Center and traffic signals can be synchronized to allow more efficient traffic flow along this corridor. It is anticipated with synchronization of the traffic signals, that the traffic signals at 15th Street will be able to be removed since the progression of traffic will allow adequate gaps in traffic to accommodate the 15th Street traffic. Enhancing traffic flow will reduce travel time and delay. This will reduce the amount of fuel consumed as vehicles will not sit idle at intersections that are not operating efficiently. Reducing the amount of fuel consumed, conserves energy. A long term goal of the City is innovation with a smart cities concept to monitor traffic flow patterns. The traffic signal synchronization of traffic signals through this corridor is one component of the Smart Cities initiatives. Funding to complete the Smart Cities initiatives as explained in the TIGER Grant application will continue to be pursued by the City. Explain your status in obtaining necessary licenses and permits Describe the Expected Project Benefits to the : The project will be able to be classified as a categorical exclusion from a NEPA standpoint. The project will not impact any structure over 45 years of age so it is anticipated further consultation with SHPO will not be required. The project is within the Hwy 52 right of way under the jurisdiction of the Iowa Department of Transportation. The project will require a permit from the Iowa DOT for work within the right of way and modification to traffic control devices. These permits can be granted when final plans are complete and submitted to the Iowa DOT for review. If citizens are spending less on fuel then they have more disposable income which can be spent on other items in the community whether that is recreational or small business retailers. If traffic is more efficient in Dubuque, that makes the city more attractive for industrial growth, residential growth and visitor growth. This will benefit the entire Dubuque community. In addition the synchronized traffic signals will reduce travel time and delay reducing driver frustration. Improvements to the Central Avenue corridor will allow this corridor to be used as an arterial in traffic movement as intended and keep traffic from using parallel streets not intended to handle arterial type traffic. Based on the most current Iowa wage decision the wages for the labor classification needed for this work and region are approximately $23.75 with fringes. The on site workers are considered to be jobs created for the portion of the project which is worth the requested grant amount ($500,000). Jobs retained would include existing office support staff for the contractor who fill out the certified payrolls and other required documentation. Hours would be doubled if the entire project cost can be counted. The City of Dubuque has the Traffic Operations Center in place with the capacity to utilize the traffic signal synchronization proposed in this project. Without additional funding, the required infrastructure (signals, fiber optic cable installation) cannot take place. The process to put signals and fiber optic cable connections in place is by preparing bidding documents including plans and specifications and requesting contractor bids. Specifications have already been developed for previous projects and these will be utilized on this project. The current technology for directional boring of conduit allows the installation of fiber optic lines to provide interconnection of traffic signals without causing the need for extensive surface repair. This project will utilize technology and the interlinkage of various technologies that will allow other medium size cities to see the benefit and effectiveness of technology. The City of Dubuque will offer tours of the Traffic Operations Center to other cities to demonstrate the use and effectiveness of these technologies implemented in this project. As a part of the Warehouse District development, a streetscape project will be constructed along the 10th Street corridor, which crosses this project corridor. The signal construction at 22nd Street and 32nd Street can take place while U.S. 52 /Central Avenue is under construction with a resurfacing project bid through the Iowa DOT. The City of Dubuque has signal synchronization already installed and operating from 7th Street to U.S. 20 along U.S. 52 /Central Avenue and along U.S. 20 to Iowa 32 /NW Arterial. A signal synchronization project along Iowa 32 from U.S. 20 to JFK Road will be completed in the fall of 2010. The successful implementation of these other projects indicates the City of Dubuque has the knowledge and capability to fully utilize the benefits of the traffic signal synchronization. The City has a planned approach when determining the locations for the fiber networking and the signal systems to be upgrades to allow compatibility with the ACTRA system. Briefly describe the partnership structure for this project and the https:// www. iowagrants. gov/ getApplicationPrintPreview .do ?documentPk= 1267738057554 3/5/2010 WebGrants Page 10 of 14 responsibilities of each partner: EECBG Waste Stream Prior to the expenditure of Federal funds to dispose of sanitary or hazardous waste, OEI is required to provide documentation to U.S. Department of Energy demonstrating that an adequate disposal plan has been prepared for sanitary or hazardous waste generated by the proposed activities. Applicants are therefore required to submit information on the expected waste stream of the proposed project. Sanitary or hazardous waste includes, but is not limited to, old light bulbs, lead ballasts, piping, roofing material, discarded equipment, debris, asbestos, etc. Applicants should: • Indicate if the proposed project will generate a waste stream. • Describe the identified waste stream, if applicable. • Describe the proposed methodology for waste handling and disposal. For example, how would mercury or sodium vapor lamps be disposed of? How will potentially hazardous material (e.g. asbestos containing materials, P8C's, etc.) be handled and disposed of? Waste Stream This project will generate a waste stream. The waste stream consists of existing traffic signals materials such as control cabinets, signal poles, light bulbs, metal halide luminaries and ballasts. The City of Dubuque has available an acceptable disposal stream for managing the heavy metal hazardous materials. The proposed methodology for handling the hazardous material waste stream will be consistent with the current procedures in place for disposal of hazardous materials. The solid waste agency located within the city limits of the City of Dubuque will accept these materials and keeps them separate as they are collected. The solid waste agency then contracts with a third party vendor and that party disposes of the materials in an appropriate waste stream. Grantees' attention is called, in particular, to the following definitions from these rules: a) Controlled substance means a controlled substance in Schedules I through V of the Controlled Substances Act (21 U.S.C. 812) and as further defined by regulation (21 CFR 1308.11 through 1308,15). b) Conviction means a finding of guilt including a plea of Anolo contendere or imposition of sentence, or both, by any judicial body charged with the responsibility to determine violations of the Federal or State criminal drug statutes. c) Criminal drug statute means a Federal or non - Federal criminal statute involving the manufacture, distribution, dispensing, use or Possession of any controlled substance. d) Employee means the employee of a grantee directly engaged in the performance of work under a grant, Including: (1) All direct charge employees; (ii) All indirect charge employees unless their impact or involvement is insignificant to the performance of the grant; and, (iii) Temporary personnel and consultants who are directly engaged in the performance of work under the grant and who are on the grantee's payroll. This definition does not Include workers not on the payroll of the grantee (e.g., volunteers, even if used to meet matching requirement; consultants or independent contractors not on the grantee's payroll; or employees of sub - recipients or subcontractors in covered workplaces). CERTIFICATION REGARDING DRUG- FREE WORKPLACE REQUIREMENTS The grantee certifies that it will or will continue to provide a drug -free workplace by: (a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be taken against employees for violation of such prohibition. (b) Establishing an ongoing drug -free awareness program to inform employees about: (1) The dangers of drug abuse in the workplace; (2) The grantee's policy of maintaining a drug -free workplace; (3) Any available drug counseling, rehabilitation, and employee assistance programs; and (4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace. (c) Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of the statement required by paragraph (a). (d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under the grant, the employee will: (1) Abide by the terms of the statement; and (2) Notify the employer in writing of his or her conviction for a violation of a criminal drug statute occurring in the workplace no later than five calendar days after such conviction. (e) Notifying the agency in writing, within ten calendar days after receiving notice under paragraph (d)(2) from an employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must provide notice, including position title, to every grant officer or other designee on whose grant activity the convicted employee was working, unless the Federal agency has designated a central point for the receipt of such notices. Notice shall include the identification number(s) of each affected grant. (f) Taking one of the following actions within 30 calendar days of receiving notice under paragraph (d)(2) with respect to any employee who is so convicted: (1) Taking appropriate personnel action against such an employee, up to and including termination consistent with the requirements of the Rehabilitation Act of 1973, as amended; or (2) Requiring such employee to participate satisfactorily in a drug abuse assistance or rehabilitation program approved for such purposes by a Federal, State, or local health, law enforcement, or other appropriate agency. (g) Making a good faith effort to continue to maintain a drug -free workplace through implementation of paragraphs (a), (b), (c), (d), (e) and (f). CERTIFICATION REGARDING ENVIRONMENTAL TOBACCO SMOKE Public Law 103 -227, Part C-- Environmental Tobacco Smoke, also known as the Pro - Children Act of 1994 (Act), requires that smoking not be permitted in any portion of any indoor routinely owned or leased or contracted for by an entity and used routinely or regularly for provision of health, day care, education, or library services to children under the age of 18, if the services are funded by Federal programs either directly or through State or local governments, by Federal grant, contract, loan, or loan guarantee. The law does not apply to children's services provided in private residences, facilities funded solely by Medicare or Medicaid funds, and portions of facilities used for inpatient drug or alcohol treatment. Failure to comply with the provisions of the law may result in the imposition of a civil monetary penalty of up to $1000 per day and /or the imposition of an administrative compliance order on the responsible entity. By signing and submitting the certification signature page (Enclosure VI. D.) with this application the applicant/ grantee certifies that it will comply with the requirements of the Act. The applicant/grantee further agrees that It will require the language of this certification be included in any sub - awards which contain provisions for the children's services and that all sub - grantees shall certify accordingly. CERTIFICATION OF RELEASE OF INFORMATION Each grantee must indicate the Federal Share of the grant and the percentage of the grant financed by the Federal share. The U.S. 52 Corridor is one of the most congested corridors with an aging traffic signal system, many signals well over their useful life. The current signal system is not interconnected and creates more delays at each intersection, thus emitting more pollutants due to the acceleration, deceleration and idling. Approval of this application would allow the City of Dubuque to replace aging traffic signals and synchronize them by connecting them with fiber optic cable, resulting in reduced emission, saving energy and creating a safer environment. Recently, Dubuque was recognized by US DOT Secretary Ray LaHood as a community working to create a more sustainable and affordable transportation options for its citizens. In addition, IBM Smarter Planet selected Dubuque, Iowa to be its Smarter City model in the United States.
