I have attached two estimates for repairs in the Port of Dubuque Ramp that occurred
when the water lines broke this past winter.
The first one is from Westphal Electric. This one is for the area where the sprinkler
pipes broke in the west bathroom areas. We have had this area evaluated by KJWW
Engineers and this estimate is a product of their plans and specifications to provide
sufficient heating in the area to prevent further damage. The large cost is partially due
to insufficient power in the area for the added heaters. The contract for Westphal is
$30,749.00 and I did receive a competitive bid from Paulson Electric for $32,580.00 for
the same project. I would like to have Westphal do the work as soon as possible.
The second issue is the drain pipes that froze in the ventilation towers that drain the roof
of these towers. These need to be replaced and also heat tapes installed in the pipes.
Again, the situation is such that insufficient power is in the area. So this project
included electrical and plumbing. I have gotten bids from Modern Piping and Paulson
Electric for a total of $32,835.00 on this repair project. This project has been reviewed
by engineers on board with Whitfield and Eddy, the law firm working on the litigation file
for the ramp.
We also have approximately $30,000 in cost for KJWW to engineer the repairs for these
projects.
These costs will be referred to the original CIP for the project and will reduce the
interest revenue that remains. This has been approved by Bill Noth in a meeting we
had with you and Barry Lindahl.

Would you please review and approve if you see appropriate so that I can get the work
underway. The attorneys in the litigation have been provided all of the estimates and
specifications in the project and are recommending getting the work completed.

RE: Parking Ramp Heat Tape
Wendy,
Paulson Electric has a cost of $11,555.00 for the work associated with installing the heat
tape system on 2 roof drains in the Bell Street parking ramp.
Quote is based on pulling additional wires for heat tapes in existing conduits. If for some
reason these conduits are not useable, there would be an additional cost to run new
conduit. One of the existing conduits feeding one of the towers is in need of repair before
the wire can be pulled. We reviewed the broken conduits with Corey Firzlaff with the
City of Dubuque when we looked at his project. Any questions, please call.
