Van Milligen, City Manager Tim Horsfield, Parking System Supervisor March 31, 2010 10 & Central Parking Ramp (U.S. Department of Commerce Economic Development Administration Funding Pending) (CIP # 730 -2179) Fire Headquarters Expansion Project (Funded Totally by General Obligation Bonds) (CIP # 730 -2266) Dubuque AU Amerrcacity 2007 The enclosed resolutions authorize the public bidding procedure for the 10 & Central Parking Ramp and Fire Headquarters Expansion Project. The City Council has previously approved the site and design firm for the construction of a 477 space parking ramp and also the addition of three truck bays onto the current fire headquarters. An application for partial funding was submitted to the U.S. Department of Commerce, Economic Development Administration. City staff has been in discussions and negotiations for EDA assistance for nearly 18 months. Over that timeframe, the location and size of the proposed parking ramp have been modified. The original application requested $7 million from EDA. Due to changes in how the Denver EDA allocates public works funding within our region, the EDA could only commit to a $1.5 million grant. City staff has submitted the additional information requested by the EDA, and we anticipate receiving the contract very soon. The City of Dubuque also sold general obligation bonds in the amount of $9.2 million to fully fund the cost of the project. The design team for the project consists of Desman Associates, Straka /Johnson Architects and Buesing Associates. As the ramp was designed, in order to achieve the number of vehicles spaces desired, it was determined the ramp would be seven stories /levels in height, therefore reaching a height of 82 feet at the top of the spandrel. The parking ramp will exceed the height requirement of the C -4 Downtown Commercial District. The maximum height allowance in a C -4 District is 75 feet. Because the structure is a public building, it is exempted from the bulk of the regulations of the Unified Development Code in Article 3 -16 Public Buildings and Uses. The parking ramp design has been reviewed and approved by the City Council, the Historic Preservations Commission and the State Historic Preservation Office. Since the building will be located in an area that is not adjacent to residential and because it will be similar in height to other downtown structures (Dubuque County Courthouse, American Trust, Roshek Brothers' Building, Fischer Building, Hotel Julian etc.), Planning Services Staff feels that exempting the property from the height requirement will not be detrimental to the surrounding property. If this ramp was not a public building, the structure would need to receive a height variance from the Zoning Board of Adjustment. City Attorney Barry Lindahl has advised against seeking a variance due to the exemption provided for the parking ramp in UDC Article 3 -16. DISCUSSION The 10 & Central Parking Ramp and Fire Headquarters Expansion Project will include the following: 10 & Central Parking Ramp (Partially Funded by U.S. Department of Commerce, Economic Development Administration — Approval Pending) The 10 & Central Parking Ramp will be a 7- level, 2 -bay wide cast -in- place, post - tensioned concrete parking facility partially clad with an architectural precast concrete facade and containing 477 parking spaces. The parking facility will be considered an open structure, in conformance with International Building Code, and clad with a combination of thin brick -faced architectural precast concrete and solid color precast panels to emulate a buff limestone facade containing sufficient openings to provide natural ventilation of all parking areas. Two stair towers will be clad with an aluminum curtain wall on two sides and each tower will have one elevator. The towers will be constructed on the northeast and southwest corners of the facility. Vehicle entrances and exits will be on Iowa Street on the southwest corner and onto Central Avenue on the east side of the site. Fire Headquarters Expansion (Totally Funded by General Obligation Bonds) The fire headquarters expansion will include the construction of a three -bay wide fire station equipment expansion structure on the west side of the existing adjacent Fire Department Headquarters. Site work includes demolition of the existing parking lot and construction of new site work and landscaping per drawing and specifications. 2 I Page The contractor shall be responsible for protection of the adjacent existing fire station headquarters, existing east/west running utilities just south of the proposed parking deck and newly - installed utilities, curb and gutter that will be in place along 9th Street, 10 Street, and Central Avenue including the southeast corner of the fire station headquarter's expansion. Buy America Provision Equipment or products authorized to be purchased with federal funding awarded for this contract must be American -made to the maximum extent feasible, in accordance with Public Law 103 -121, Sections 606 (a) and (b). Administration All bids must be submitted on the Bid Proposal Form bound in the construction documents. The cost for each project - -the Fire Headquarters Addition and the Parking Ramp Project - -MUST be separated and easily distinguishable due to different funding sources; however, only one contract will be awarded to include both projects to a single contractor. Each bid shall be accompanied by a satisfactory Bid Bond executed by the Bidder and an acceptable surety; or a cashier's or certified check payable to the City Treasurer, City of Dubuque, drawn on a bank in Iowa or a bank chartered under the laws of the United States, in the amount of ten percent (10 %) of the bids submitted as security that the bidder will enter into a contract for doing the work and will give bond with proper securities for the faithful performance of the contract in the form attached to the construction documents.
