SUGGESTED DISPOSITION: Masterpiece on the Mississippi Dubuque All America City 20074,2012.2013 2017*2019 TO: Mike Van Milligen, City Manager FROM: Mary Rose Corrigan, Public Health Specialist SUBJECT: COVID-19 update DATE: April 16, 2020 CURRENT INFORMATION Health Services Department City Hall Annex 1300 Main Street Dubuque, IA 52001 Office (563) 589-4181 Fax (563) 589-4299 TTY (563) 589-4193 health@cityofdubuque.org www.cityofdubuque.org • The Dubuque County Public Health Incident Management team consisting of City of Dubuque Health Services Department (Mary Rose Corrigan) Dubuque County Health Department, (Patrice Lambert) VNA (Stacey Killian) and the Dubuque County Emergency Management Agency (Tom Berger), along with both hospitals continue in full activation. We are coordinating our response efforts in conjunction with the Iowa Department of Public Health (IDPH) and with guidance from CDC via weekly webinars and direct contact with our regional epidemiologist. • Current Cases: 2 new cases were added To Dubuque County's total today. As of April 16, Dubuque Co has 39 + COVID-19 cases. 1 in the 0-17 age group, 5 in the 18-40 age group, 22 in the 41-60 age group, (the largest group affected in Dubuque co and in Iowa) 10 in the 61-80 age group and 1 that is over 80. Also, 677 people have been tested in Dubuque co- with 638 negative results. 15 people or 38% of Dubuque county positive cases have recovered. • The state added 146 positive cases today for a total of 2141. I am sorry to report 4 additional deaths are reported in the state today for a total of 60. 10% of positive cases and 49% of the deaths in Iowa are from long term care facilities. In all there are 17874 negative tests and 175 cases are currently hospitalized. 987 or (46%) of Iowans have recovered. • Today, the state of Iowa has released an updated dashboard on coronavirus.iowa.gov that will be updated daily to include comprehensive tracking of COVID-19 in Iowa. The new dashboard includes cases, deaths, and tests conducted in each county. The state will also be providing demographic information that was not previously provided as well as Iowa's epidemiological curve, also known as the "epi curve" to public health workers like me. The epi curve provides data to plan for future community mitigation measures, such as the closures and other measures the Governor has proclaimed. It also provides information for healthcare providers and hospitals to plan for potential surges. Even though there are more people in Iowa who have gotten sick with COVID-19 and not had a test, IDPH believes the shape of the curve is still informative. The epi curve chart on the website illustrates the timing of onset of symptoms for the positive cases, which is so important to know for planning purposes. • Joint Information System is lead by PIO Randy Gehl - the JIS still very active. I continue with Facebook live updates • Governor Kim Reynolds added new provisions to Iowa's mitigation strategies, specifically for Region 6- which is where Dubuque is. The order prohibits social, community, recreational, leisure, and sport gatherings of non -household members, with a few very limited allowances for religious services, wedding, and funerals. (Note: religious services and funerals continue to be limited to no more than 10 people present • The prohibition doesn't apply to the provision of child care, medical care, or other necessary supports, to another person. • The order DOES NOT APPLY TO employment and volunteer activities. ➢ Outdoor activity/exercise is still allowed but only with members of your household. For example: ➢ You CANNOT walk/jog with your neighbor. ➢ You CAN still visit a park with your household members ➢ You CANNOT meet friends at a park for activities ➢ You CAN golf with members of your household. ➢ 6' distancing needs to be maintained during these activities from other households engaged in similar activities. So what and where is Region 6? And what is determining the Governors proclamation with additional mitigation measures? • the new website, https://coronavirus.iowa.gov/ shows a lot of new detailed COVID-19 information that the Governor and IDPH are utilizing to determine mitigation strategies. Tonight I'll go over the information that shows Region 6 and some of the metrics being gathered by the Regional Medical Coordination Centers (RMCC) RMCC- Show website : new website, RMCC site, RMCC reporting Criteria for determining risk number include: • % of population 65 and older of cases requiring hospitalization Rate of cases/100,000 population in the last 14 days (last incubation period) • # of outbreaks (ie in long term care centers, worksites etc) Along with metrics shown in the website dashboard. I encourage you to visit the website when you have Coronavirus questions. Future updates • Long Term Care status and planning • Business guidance • Community test site. The community testing site is in its final preparation - because of the length of the meeting tonight, I will review this plan with you next week prior to the city council meeting when I give you another update • Features of new website • Updates of the City staff What you can do now • Continue to stay home as much as possible, Practice social distancing • Limit trips to grocery stores and for other necessities — for example, once a week at the most • Continue to seek and utilize factual information from the city of Dubuque, IDPH and CDC websites and postings. • Emphasize that specific information about individuals testing + for COVID 19 will not be released, including, sex, race, employment, address, and other identifying factors.
