Whereas, the Coronavirus-COVID19 pandemic has been deadly for tens of thousands of Americans
and is impacting more and more Dubuque residents; and
Whereas, the battle to save lives and contain the virus continues while the economic impact of the
pandemic grows; and
Whereas, all City of Dubuque departments and divisions have had to adapt to pandemic -related
challenges to continue to deliver the services residents and businesses need; and
Whereas, many City employees are on the "frontlines" in our community, continuing to provide essential
services so that residents and businesses can continue their daily lives; and
Whereas, "behind the scenes" support functions are sustaining the public -facing services and
maintaining the daily operations of our community in the midst of this emergency; and
Whereas, these unsung heroes perform the work that keeps our City functioning and their tireless
efforts are especially critical today during the COVID-19 pandemic; and
Whereas, City employees will not receive a pay increase in Fiscal Year 2021 however the residents
and stakeholders of Dubuque can remain confident that City employees will continue to demonstrate
the commitment and innovation for which they are known; and
Whereas, Public Service Recognition Week is an annual, nationwide, public education campaign
honoring the men and women who serve our nation as federal, state, county and local government
employees and is celebrated May 3-9, 2020;
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM MAY 3-9, 2020
AS:
"PUBLIC SERVICE RECOGNITION WEEK"
IN DUBUQUE AND ENCOURAGE ALL CITIZENS TO RECOGNIZE THE ACCOMPLISHMENTS AND
CONTRIBUTIONS OF GOVERNMENT EMPLOYEES AT ALL LEVELS — FEDERAL, STATE,
COUNTY, AND ESPECIALLY OUR CITY EMPLOYEES.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
