SUGGESTED DISPOSITION: Suggested Disposition: Receive and File ATTACHMENTS: Description 2020 Construction Projects Publication Type Supporting Documentation The 2020 construction season in Dubuque will include a number of projects that will impact traffic (vehicular and pedestrian) throughout the community. These infrastructure improvement projects may involve some short-term inconveniences for residents and businesses, but they are significant community investments that will provide long-term benefits. Inside is a preview of the planned major projects. Additional projects will be conducted during the construction season, but are not expected to impact traffic. Maintaining Access Access to all businesses in these construction areas will be maintained throughout the projects and City staff and project contractors will work with impacted residents to maintain safe access to their properties. -6Q- Estimated Schedules At this time, project schedules are estimates and weather and contractor schedules may affect final schedules. THE CITY OF DUB Masterpiece on the Mississippi BUSINESSES OPEN DURING CONSTRUCTION 2020 CONSTRUCTION PROJECTS 4 PLEASE NOTE: Due to the financial impact of the COVID-19 pandemic, the following planned infrastructure improvement projects are under review and some may be canceled or delayed due to budget concerns. Water Tower Construction Location: Roosevelt St. & Sky Blue Dr. Estimated Schedule: April - November 2020 Traffic Impact: Intermittent lane closures expected. Jackson St. Reconstruction Project Location: Jackson St. between E. llth St. and E. 12th St. Estimated Schedule: April -July 2020 Traffic Impact: Jackson St. between E. llth St. and E. 12th St. will be closed for approximately 12 weeks. Detour planned. Sanitary Sewer 42" Force Main Pipe Inspection Location: Corner of E. 14th St. and Sycamore St. Estimated Schedule: April -May 2020 Traffic Impact: The corner of E. 14th St. and Sycamore St. will close for approx. three weeks to prepare for the inspection. The corner may open for a short time, but will close again for approx. one week to conduct the inspection. During the road closures, traffic will be detoured to E. 15th St. U.S. 52 / Central Ave. Resurfacing and Sidewalk Curb Ramp Project Location: Central Ave. from 9th St. to 21st St. Estimated Schedule: April -June 2020 Traffic Impact: Curb and utility work will impact the east lane of 8 intersections along Central Ave. between 20th St. and 9th St. The contractor will work on a maximum of two intersections at a time. During this time, parking and traffic on Central Ave. will be reduced to one lane. © Bee Branch Kaufmann Ave. Storm Sewer Improvements Location: Kaufmann Ave. between N. It's critical that customers have access to businesses and that they continue to visit them, regardless of any road work inconveniences. During construction projects, the City of Dubuque maintains access to businesses at all times. "Access To" signs guide customers to businesses in the impacted area. A Road Construction Toolkit for Businesses is offered as a resource for businesses. We encourage you to view and download the toolkit at www.cityofdubuque.org/detours. The Mayor and City Council have approved the creation of a new program through East Central Intergovernmental Association (ECIA) Business Growth to offer low interest loans for businesses negatively impacted by City construction projects.
