Commissioners Present: Dean Boles, Kelly Fox, Jerry Hammel, Michelle Hinke, Tom Wainwright, Julie Woodyard Commissioners Absent: Janice Craddieth, Hilary Dalton Staff Present: Alexis Steger, Kris Neyen, Lisa Barton Public Present: Tom Barton Certification of Minutes Motion by Commissioner Wainwright to approve the March 18, 2020 Commission meeting minutes as submitted. Seconded by Commissioner Hinke. Motion carried 6-0. Correspondence/Public Input None New Business a) Community Development Block Grant Application Review Chair Hammel reported no applications were received. b) Public Hearing for Amended Citizen Participation Plan. Motion by Commissioner Woodyard to open the public hearing for Amended Citizen Participation Plan. Seconded by Commissioner Hinke. Motion carried 6-0. Chair Hammel inquired if there were any public comments; no public were present to comment. Motion by Commissioner Wainwright to close the public hearing for Amended Citizen Participation Plan. Seconded by Commissioner Hinke. Motion carried 6-0. Motion by Commissioner Hinke to approve the Amended Citizen Participation Plan as submitted. Seconded by Commissioner Wainwright. Motion carried 6-0. c) Set a Public Hearing for FY2020 Amendment #2 to include Community Development Block Grant (CDBG) COVID relief funding of $647,301 for Tuesday, April 21, 2020. Chair Hammel inquired if there was a motion to set a public hearing for FY2020 Amendment #2. Motion by Commissioner Woodyard to set a public hearing for FY2020 Amendment #2 to include Community Development Block Grant COVID relief funding of $647,301 for Tuesday, April 21, 2020. Seconded by Commissioner Hinke. Motion carried 6-0. 1 d) Set a public hearing for amended FY2021-2025 Consolidated Plan for Tuesday, April 21, 2020. Chair Hammel asked if there was a motion to set a public hearing for amended Consolidated Plan. Motion by Commissioner Woodyard to set a public hearing for amended FY2021-2025 Consolidated Plan for Tuesday, April 21, 2020. Seconded by Commissioner Hinke. Motion carried 6-0. Reports Rehabilitation Program Kris Neyen, Rehabilitation Programs Supervisor, reported the following: 2320 Mineral Street and 2756 Jackson Street have been sold; 1550 Jackson Street has a sale pending; and 2601 Jackson Street is nearing completion. Housing Commission No reports were given Resiliency Community Advisory Commission Commissioner Boles reported they are still working on the Public Works automated waste collection. A second presentation was given on Monday where the Commission maintained their recommendation to Council for FY2021 budget. Human Rights Commission Chair Hammel stated they continue to work on goal -setting; no other updates were given. Information Sharing Alexis Steger, Housing and Community Development Director, reported that due to COVID-19 pandemic, HUD approved a 5 -day public comment period versus the normal 30 -day period. The Commission set two public hearings at tonight's meeting for next Tuesday, April 21. The first public hearing will be for FY2020 Amendment #2 and will focus on COVID-19 relief funding in the amount of $647,301. These funds are Community Development Block Grant and are available to spend now. The second public hearing is scheduled to amend the FY2021-2025 Consolidated Plan regarding the COVID-19 relief funding that will carry into FY 2021's annual plan. The City Council will consider approval on April 22 or 23rd. The date has not yet been confirmed.
