INTRODUCTION: The purpose of the memo is to request approval of the enclosed task
order for calendar year 2020 SCADA Assistance.
BACKGROUND: Strand Associates of Madison, WI provides SCADA maintenance to
the W&RRC on a year by year basis.
DISCUSSION: The enclosed task order (2 copies) outlines the scope of services to be
provided. This includes general technical support, onsite and remote modifications to
software, preparation of an equipment replacement schedule recommendation, and
testing of the SCADA system alarms with the Win 911 alarm dialer (needed for on-call
operation). The task order lists an estimated fee of $29,000.00.
The testing of SCADA system alarms will commence upon the signing of the enclosed
task order. Additional routine maintenance, remote modifications, and technical support
will be completed under this task order, with an estimated completion date of December
31, 2020.
BUDGET IMPACT: The task order is funded by Activity 61043400 Account 62629
Instrument Maintenance Contract (current FY20 balance of $5,396.00). Approximately
$12,000.00 in expenses will be incurred prior to July 1, 2020. Remaining funds in
Activity 61043400 Account 62628 Instrumentation Maintenance (current balance of
$10,822.00) are available to cover the expected $6,604.00 difference. The FY21
sanitary sewer budget requests $22,500.00 for Activity 61043400 Account 62629
Instrument Maintenance Contract, which funds the remaining portion of the Task Order.
REQUESTED ACTION: I request approval of the attached task order (Due to the
current situation, with your approval, I will sign the attached task order on your behalf,
and remit to Strand Associates).

Project Information
Services Name: 2020 Supervisory Control and Data Acquisition (SCADA) Assistance
Services Description: Assist OWNER with maintenance and modifications of its water and wastewater
SCADA system.
Scope of Services
ENGINEER will provide the following services to OWNER:
1. Assist OWNER with SCADA system -related questions. It is anticipated that answers will be
provided within one business day when possible.
2. Provide up to two one -day site visits for on-site and remote modifications of the Wonderware
InTouch and Historian SCADA graphics and database for the Water & Resource Recovery
Center, sanitary flow monitoring, and Bee Branch flood monitoring SCADA systems. It is
anticipated that responses to critical SCADA System outages will be provided within one
business day when possible and responses to low -priority modifications will be provided on a
schedule arranged with OWNER. OWNER is responsible for any hardware and software costs
required to correct SCADA system outages.
3. Provide one one -day site visit for on-site and remote modifications of the Hach Water
Information Management Solution database.
4. Remotely install updates related to cyber security on SCADA computers, when made available.
5. Provide up to two three-day, on-site sessions for testing existing SCADA system alarms with the
Win 911 alarm dialer.
6. Develop a SCADA system hardware and software maintenance plan for OWNER, including a
schedule for future upgrades. Provide to OWNER a portable document format file copy and five
hard copies.
7. Install and configure Veeam backup and recovery software on one SCADA computer.
8. Provide a summary of services performed each month with each invoice including the date,
duration, and associated scope item.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of $29,000.
