LONG RANGE PLANNING ADVISORY COMMISSION
Wednesday, May 21, 2003

Chairperson Dave Rusk: Commissioners Mary Lynn Neumeister, Mike Portzen,
Richard Stein, Roy Buol and Charles Winterwood: Staff Member Beth Conlon.
Commissioner Floyd Schneider.
CALL TO ORDER: The meeting was called to order at 7:05 p.m.
CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the
meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by Neumeister, seconded by Buol, to approve the minutes of February 19, 2003.
as submitted. The motion was carried unanimously.
LIAISON/SUBCOMMITTEE REPORTS:
Joint City/County Planning Committee: Commissioner Neumeister presented a review of the Joint
City/County Planning Committee meeting held on May 19, 2003. She stated that the Committee had
established questions for further review and discussion of the draft fringe area agreement at their
next meeting. Discussion followed.
Downtown Planning Committee: Chairperson Rusk reported on the progress of Leland Consulting
Group and the Downtown Master Plan process. He noted the April 11 retreat: the May 5 City Council
work session: the upcoming June 9 Committee meeting, public open house and trolley tour: and the
traveling questions exhibit. Discussion followed.
Enterprise Zone Commission: Commissioner Stein reviewed that the Enterprise Zone Commission
had rewewed an application for Bamstead ntemational to expand in Dubuque. Commissioners
discussed the project.
Bee Branch Stormwater Committee: Commissioner Winterwood reported that the City Council nad
approved the Bee Branch Stormwater Committee's recommendation to hire CDM as the consulting
engineer for the Bee Branch Creek Restoration study. He noted that CDM was chosen because
they had also worked on the stormwater utility fee project.
ADJOURNMENT: Motion by Buol, seconded by Portzen, to adjourn the meeting. The meeting was
adjourned at 7:54 p.m.
