the week of May 17-23, 2020 has been designated as National Public Works Week by the
American Public Works Association with the theme "The Rhythm of Public Works" to
celebrate the tens of thousands of men and women in North America who provide and
maintain the infrastructure and services collectively known as public works; and
public works services provided in our community are an integral part of our citizens'
everyday lives; and
the support of an understanding and informed citizenry is vital to the efficient operation of
public works systems and programs such as water, sewers, streets and highways, public
buildings, and solid waste collection; and
the health, safety and comfort of this community greatly depends on these facilities,
services, and employees who are on the "frontlines" in our community; and
the quality and effectiveness of these facilities, as well as their planning, design, and
construction, are vitally dependent upon the efforts and skill of public works official; and
we recognize that the services provided by public works include engineering, water,
wastewater, and parks; and that the efficiency of the qualified and dedicated personnel who
staff public works departments is materially influenced by the people's attitude and
understanding of the importance of the work they perform.
WHEREAS, "behind the scenes" support functions are sustaining the public -facing services and
maintaining the daily operations of our community amid the COVID-19 emergency; and
WHEREAS, these unsung heroes perform the work that keeps our City functioning and their tireless
efforts are especially critical today during the COVID-19 pandemic; and
WHEREAS, City Public Works employees will not receive a pay increase in Fiscal Year 2021 however
the residents and stakeholders of Dubuque can remain confident that the Public Works
employees will continue to demonstrate the commitment for which they are known for.
NOW THEREFORE, I, ROY BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE
CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE WEEK OF
MAY 17, 2020, AS "PUBLIC WORKS WEEK" AND ENCOURAGE ALL CITIZENS TO RECOGNIZE THE
CONTRIBUTIONS OF OUR OUTSTANDING CITY PUBLIC WORKS EMPLOYEES IN THE CITY OF
DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to be
affixed this718th day of May 2020.
