Van Milligen, City Manager SUBJECT: 2020 Cornavirus Emergency Supplemental Funding (CESF) Program Grant Solicitation DATE: May 11, 2020 Chief of Police Mark Dalsing requests City Council approval to submit the 2020 Coronavirus Emergency Supplemental Funding Program Grant application for a two- year grant in the amount of $68,679. There is no required cash match. Funds awarded under the Coronavirus Emergency Supplemental Funding Program must be utilized to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing medical needs. Dalsing Chief of Police RE: 2020 Coronavirus Emergency Supplemental Funding (CESF) Program Grant Solicitation INTRODUCTION: The purpose of this memorandum is to request City Council consideration for approval of the 2020 Coronavirus Emergency Supplemental Funding (CESF) Program Grant Solicitation. The eligible allocation for the two-year grant amount is $68,679 and requires no cash match. Our eligible allocation is $68,679. BACKGROUND: This funding is designed to provide funds for prevention, preparation and response to the Coronavirus. It should be noted that, unlike other Department of Justice solicitations which are awarded to a disparate jurisdiction that includes Dubuque County, the eligible amount for this application is not part of a disparate jurisdiction. These funds, if awarded, are solely for use by the City of Dubuque, with the Dubuque Police Department as the fiscal agent. DISCUSSION: Funds awarded under the CESF Program must be utilized to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing medical needs. Agency allocations are based on a formula and involved agencies have been notified of their potential allocations. The Dubuque Police Department is eligible for $68,679. Agencies are then requested to outline their intentions for the funds. Agencies must submit application materials outlining their intentions for the funds and will then be notified of the results. 1 RECOMMENDATION: The 2020 Coronavirus Emergency Supplemental Funding (CESF) Program Grant provides the Dubuque Police Department an opportunity to request funds to support unfunded law enforcement prevention, preparation and respond to the Coronavirus pandemic. I recommend City Council approval to submit the application by the due date of May 29, 2020 in the amount of $68.679.
