The campaign focuses on coming together during a time of crisis and on the important role immigrants have played in the response. City support does not include any financial obligation at this time as grant funding is being sought to support the campaign. As a member of the immigration steering committee working with Alex Baum, I've been part of conversations regarding the attached messaging campaign. The attached memo from Alex explains the campaign and our group's discussions. A toolkit with the basic campaign messaging is attached as well. I have tentatively indicated the City's support based on the timeline set forth in the attached memo from Alex Baum. Final decisions regarding the campaign will be made by the steering committee in the coming weeks based on the degree of committee members support for moving forward. City support does not include any financial obligation at this time, as grant funding is being sought to support the campaign. The requested action is approval of City of Dubuque support for the campaign. To: Community Partners From: Alex Baum, Knowledge Management Director, Community Foundation of Greater Dubuque Date: May 5, 2020 RE: Messaging campaign to support immigrant communities Background As the Covid-19 epidemic deepens and unemployment in our area worsens, there is a growing concern that anti -immigrant sentiment will also increase. Our goal is to avoid the worst of this by launching a messaging campaign promoting community cohesion and support for all people over fear and tribalism. With local resources already stretched thin by the crisis response, we looked to find a national partner who could help with this campaign. We were connected to the National Immigration Forum (NIF), an organization dedicated to pro -immigrant messaging in more traditionally conservative areas (mainly the Midwest and Southeast). They have recently launched their #AIIOfUs campaign (allofuscare.com), and have offered to help our region launch a version designed to fit our local needs. The AIIOfUs Campaign The campaign focuses on coming together during a time of crisis and on the important role immigrants have played in the response. The Campaign Plan shows the campaign messaging and list of endorsers for the project. The campaign will include both earned media and paid media targeted primarily at conservative papers and regions. Our local messaging would be decided by us with NIF's support. • For a list of example posts and the campaign toolkit, please email alex@dbgfoundation.org. There have been concerns about specific word use in the messaging and questions about our local strategy. To help resolve these issues, we are forming a messaging committee to lead the development of the campaign for our area. NIF would provide support and expertise to help this committee. One of the largest concerns about the campaign has been the list of individuals/organizations that have endorsed the campaign on the national level. NIF's strategy is to build a broad coalition, so there are organizations from across the spectrum joining the campaign. • The most raised concern is with the organizations Stand Together and Americans for Prosperity (AFP), which are both funded by the Koch bothers. While the organizations are largely both pro - immigrant, they have also supported policies and politicians that many of our partners strongly disagree with. Please review all of the national endorsers as you consider this campaign. Timeline May 12: All partners should email alex@dbqfoundation.org to state whether: • They wish to support the messaging campaign; • They have any specific feedback on how they will or will not participate in the campaign. May 13: The messaging committee will meet to discuss the wording and strategy of our local campaign. If you are interested in joining the committee, please email alex@dbgfoundation.org before May 13.
