Director of Transportation Services Renee Tyler recommends that a public hearing be
set for June 15, 2020, on the Jule's Iowa Department of Transportation Consolidated
Funding Application to explain the state and federal funding requests.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PURPOSE
Placement on the May 18th council agenda to request a public meeting to set the date for the Jule's
Iowa Department of Transportation's (IDOT) consolidated funding application.
BACKGROUND
The Consolidated Transit Funding Application requires the transit agency to hold a public hearing to
explain the state and federal funding requests. Public hearings must take place in an accessible
building. Comments from the public regarding the need for the project will be
recorded. A notice of the public hearing must be published in a newspaper of general circulation in
the vicinity of the proposed project(s) approximately 30 days in advance of the hearing. The notice
must describe the project(s) in sufficient detail to allow the public to be aware of the projects and
funding sources.
DISCUSSION
The request of the resolution complies the requirement of the Consolidated Transit Funding
Application.
RECOMMENDATION/ACTION STEP
Please add this resolution to the May 18th council agenda. Upon approval a date will be scheduled for
the Jule's public hearing. IDOT is aware that the hearing may take the form of a virtual platform.

RESOLUTION NO. 153-20
SETTING THE DATE FOR A PUBLIC HEARING ON IOWA DOT CONSOLIDATED
FUNDING APPLICATION
Whereas, the City of Dubuque provides fixed -route and paratransit services for the
citizens of Dubuque; and
Whereas, the Iowa Department of Transportation (IDOT) is a pass -through funding
entity for federal capital and operating funds; and
Whereas, the City has historically applied through the IDOT for these funds; and
Whereas, the City Council finds that the applying for the funds to be beneficial to the
continued provision of transit service for the citizens of Dubuque; and
Whereas, The Iowa Department of Transportation application will include requests
and mandatory certifications by the City of Dubuque as follows:
From the State Transit Assistance Program:
2.01608950% of formula funds
Total: $305,162
From federal funds for transit in non -urbanized areas and/or for transit
serving primarily elderly persons and persons with disabilities:
$120,091
From statewide federal pass -through discretionary assistance (Intercity
Bus Marketing Grant) for transit:
$7,500
We understand acceptance of federal transit assistance involves an
agreement to comply with certain labor protection provisions.
We certify that the City of Dubuque/The Jule has sufficient non-federal
funds or sufficient in -kind match to provide required local match for capital
projects and at time of delivery will have the funds to operate and maintain
vehicles and equipment purchased under this contract.
We request that State Transit Assistance formula funding be advanced as
allowed by law, to improve system cash flow.
We authorize Renee Tyler, Director of Transportation Services, on behalf
of the City Council, to apply for financial assistance and to enter into
related contract(s) with the Iowa Department of Transportation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. A public hearing to allow public comment on the Consolidated Funding
Application be held at 6:30 p.m. on June 15, 2020 in the second -floor City Council
Chambers of the Historic Federal Building, 350 W. 6th Street, Dubuque, Iowa.
Section 2. The City Clerk is hereby directed to cause at least one publication to be
made of a notice of said meeting, in a newspaper, printed wholly in the English language,
published at least once weekly, and having general circulation in said City, and said
publication to be not less than four days nor more than twenty days before the date of
said meeting
