Subject: Emergency Preparedness Worksession
The City Council has identified "Disaster Preparedness Plan: Evaluation and Refinement" as a High
Priority in the city council goals and priorities for the upcoming year. The Emergency Management
Agency is currently in the process of updating numerous emergency plans including the Comprehensive
Emergency Management Plan (CEMP). The CEMP consists of three main plans. Part A is the Multi
Hazard Plan, Part B is the Hazard Mitigation Plan and Part C is the Recovery Plan.
At the work session on Monday night, we would like to accomplish the following:
1) Provide an overview and update on the current plans we maintain to be able to prepare, respond
and recover from a disaster. Those plans include:
a) Multi Hazard Plan
b) Hazard Mitigation Plan as being prepared by ECIA
c) Recovery Plan — last updated in 2009
d) Dubuque County Pets and Animals Countywide Disaster Plan
e) Severe Weather Plan
f) Overview of other plans
2) All plans need to be tested in a non emergent setting. We will provide an overview of our Exercise
Schedule and discuss past and future exercises
a) Review of recent tabletop, functional and full scale exercises
b) April 29 2010 Mass Casualty Exercise
3) Training is a major component of a complete emergency management program. Through local,
regional, state and federal resources we have completed many courses to include:
a) Local Elected Officials Training
b) National Incident Management System (NIMS) Training
c) Incident Command System Classes
d) Public Information Officer Training
I have attached the plans which are in various states of revision. As we move forward in the plan
submission process, we would welcome any suggestions or feedback that you can provide. Thank you.
