Council met at 7:45 P. M.
Present —Mayor Meuser, Council-
men Jansen, McEvoy, Schuckert, and
City Manager Evans.
Absent — Councilman Andel linger.
Mayor Meuser stated that this is
the regular monthly meeting of the
City Council for the purpose of act-
ing on any business that may regu-
larly come before the meeting, and
that this date has also been fixed
for the purpose of considering bids
for the improvement of East 4th
Street from the C. M. St. P. and
Pacific R. R. tracks to the East curo
line of Central Avenue, West 4th
Street from West curb line of Cen-
tral Avenue to the East curb line
of Locust Street, for the installation
of Boulevard lights on East 4th St.,
from the C. M. St. P. and Pacific
R. R. tracks to the east line of Cen-
tral Avenue, and West 4th Street
from Central Avenue to the east curb
line of Locust Street, conducting a
hearing on the Budget Estimate for
1932.

Whereas, prosposals have been
submitted by contractors for the im-
proving of East 4th Street from the
east curb line of Central Avenue to
the Chicago, Milwaukee, St. Paul and
Pacific Railroad tracks, and West 4th
Street from the west curb line of
Central Avenue to the east curb line
of Locust Street, pursuant to Resolu-
tion No. 117 -31 and Uhlrich -Paley
Co., contractor, has submitted the
lowest bid for the furnishing of all
labor and materials and performing
the work as provided for in the plans
and specifications; now therefore,
Be it esolved by the City Council
of the City of Dubuque that the con-
tract for the above mentioned im-
provement be awarded to Uhlrich-
Paley Co., and the • Manager be and
he is hereby directed to execute a
contract on behalf of the City of Du-
buque for the complete performance
of said work.
Be it further resolved that this
resolution being deemed urgent and
of immediate necessity become ef-
fective from and after its passage
and adoption by the City Council.

one week on August 3, 1931.

cording to the terms of the contract,
plans and specifications and recom-
mends its acceptance, now therefore,
Be it resolved, by the City Coun-
cil of the City of Dubuque, that the
recommendation of the City Manager
be approved and that said improve-
ment be and the same is hereby ac-
cepted and the City Engineer be and
he is hereby directed to prepare a
plat and schedule showing the lots
or parcels or real estate subject to
assessment for said improvement and
file the same in the office of the
City Clerk subject to public inspec-
tion and said Clerk shall upon re-
ceipt of such plat and schedule pub-
lish the notice of the Council's in-
tention to levy special assessments
therefor, as required by law.

To the Honorable Mayor and City
Council, Dubuque, Iowa.
Gentlemen: In the budget for this
year a certain sum was appropriated
for repairs to the City Hall. The
matter is brought to your attention
for decision at this meeting as to
whether or not any repairs are to be
made this year or as to whether you
would suggest an estimate to be pre-
pared for a proper fireproof vault in
the basement of the City Hall or as
to whether the painting and brick-
ing up of certain windows on the
first floor is to be considered prior
to the vault.
We would like instructions in this
connection.

Council, Dubuque, Iowa.
Gentlemen: In connection with
the suggestion made at the last
Council meeting that the Engineer-
ing Department investigate a certain
curb break on Algona Street, please
be advised that Algona Street, Wood
Street and Auburn Street have been
checked to ascertain the damage
done to the same by reason of the
excessive heat.
Thus far we have found four curb
breaks on Algona Street, seven on
Auburn Street and none on Wood
Street. On Wood Street, however, a
slab has raised on the steep 16%
grade descending to Rosedale Ave-
nue.
These matters have been taken up
with Mr. Lee, contractor, and full
assurance is given that the breaks
will be repaired within a short time.

Planning and Zoning Commission
held Thursday, June 23, 1931, the fol-
lowing motion was passed:
"It was moved by Mr. Bissell, sec-

—31, which was referred to the Plan-

To the Honorable Mayor and City
Council, Dubuque, Iowa.
Gentlemen: This is to advise that
Miss Louise Pitchner, of 2285 Delhi
Street, Dubuque, has today appealed
through the City Manager to the
City Council for relief toward a cer-
tain water leak in her home on Delhi
Street.
Miss Pitchner states that in the
early Spring of this year an inspect-
or from the Water Department look-
ed over the water meter in her base-
ment and that after his test, for
some unknown reason, water was
noticed to accumulate in her base-
' ment. The owner notified the Water
Department and after an investiga-
tion. Mr. John McEvoy advised by
letter, June 3rd, that he believed the
water was coming from a water leak
in the service line somewhere from
the street to the house and was fol-
lowing the water pipe through the
wall into the cellar. He advised that
in this connection it was up to the
property owner to assume the cost
of the necessary repairs.
Accordingly Miss Pitchner had
Chas. Pape & Son, local plumbers,
remove and repair the _service line
from the curb into the building. The
total cost of the plumbing work was
$16.05 and excavation $10.00 addi-
tional. While the water line was dug
up at or near the curb, a small leak
was discovered and repaired and the
plumber noticed that a considerable
volume of water entered his ditch
from a storm sewer in the street
near the curb line. The City Sewer
Department was notified and made
repairs to the storm sewer. These
repairs caused the water to stop run-
ning into the owner's teller and it
was deduced by the owner that her
trouble was not from a leaking wa-
ter pipe, but largely from a leaking
storm sewer, the water from which
followed the water line into the
basement.
The total cost to Miss Pitchner for
the repairs was $26.05. She asks the
City to assume $10.00 of this cost by
reason of the cost of the leak in the
storm sewer. The City was saved
the investigation and excavation of
this leaking sewer by reason of the
plumber's ditch being open.
Mr. Connie Sullivan advises that
the storm sewer pipe was not bro-
ken and that the bell of the joint
that was discovered leaking was not
broken, but the cement had loosen-
ed to such an extent that a small
leak was caused at times when the
owner of a garage up the street was
washing cars.
It is the writer's belief that the
water from the storm sewer may
have followed the service line, but
it is impossible to advise after inves-
tigation that it was storm sewer wa-
ter that caused the trouble.

your decision.

they respectfully request that they

route which seems to be for the

Gentlemen: Along the eastern side
of Valley Street, approximately 600
feet north of Southern Avenue, there
is in existence today a stone culvert,
which culvert is approximately 5
feet square and the flow south of
which is about 15 feet below the
ground level. On the upstream side
of this culvert the drain raises ap-
proximately 10 feet in 100 feet.
The residents on Valley Street
have repeatedly suggested that the
culvert be extended by means of
pipe upstream approximately 100
feet and that the dangerous hole
now at the side of Valley Street be
filled in after the pipe has been
placed. Investigation discloses the
fact that the mouth of the culvert
offers a hazard to children who live
in this vicinity.
We would recommend approval
from Council to utilize a few sec-
tions of 48 -inch corrugated pipe now
in our possession at the Street De-
partment yard and eliminate this
hazard.

al. addressed the Council, being op-
posed to the improvement.
Dr. Painter, representing Sunny
Crest Sanitarium, Frank Frey et al.
addressed the Council in favor of the
improvement and stated that the
majority of the property owners
from the 2300 block to Rhomberg
Avenue are in favor of the improve-
ment and recommended that the
street be improved to the 2300 block.
There was no action taken as this
matter is at present in the hands of
the Council.
Sam Kopple addressed the Coun-
cil, asking that he be allowed to ped-
dle ice cream on the streets of the
City without procuring the neces-
sary license therefor, he being old

Whereas there is a proposal pend-
ing before the Council of the City of
Dubuque to vacate the alley first
easterly of South Grandview Avenue
running southeasterly from South
Hill Street to the southerly terminus
of said alley; and
Whereas, the law requires such
proposal must be submitted to the
Planning and . Zoning Commission
for its recommendation or approval
before final action can be taken
thereon; now therefore
Be it Resolved by the City Council
of the City of Dubuque that said
proposal be submitted to the Plan-
ning and Zoning Commission, with
the request that it forward to this
Council its recommendation or ap-
proval and the Clerk be directed to
certify this resolution to said Com-
mission.

Meeting called by order of Mayor
Meuser, Councilman Jansen.
Council met at 7:40 P. M.
Present —Mayor Meuser, Council-
men Jansen, McEvoy, Schuckert, and
City Manager Evans.
Absent — Councilman Andelfinger.
Mayor Meuser read the call and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of adopting
resolutions for the final awarding of
the contracts for the improvement of
East and West 4th Street from the
Chicago, Milwaukee, St. Paul & Pa-
cific Railroad tracks to the East
property line of Locust Street, in-
stalling boulevard lights 011 said
street, levying special assessments
for the improvements of Central Ave-
nue, McCormick Street, sewer, wa-
ter and gas connections on Central
Avenue, Gas connections on Bennett
Street, North and South Algona
Street, conducting a hearing on the
issuance of bonds for the improve-
ment of Central Avenue, Adopting a
resolution of necessity for the im-
provement of Grace Street, Conduct-
ing a hearing on the plans, specifica-
tions and cost of improvement of
Grace Street, and acting on any oth-
er business that may come before
the meeting.
Proof of publication, certified to
by the publisher, of the City Coun-
cil's intention to levy a special as-
sessment and to issue bonds to pay
for the improvement of Central Ave-
nue from the north property line of
East 22nd Street and Kaufmann Ave-
nue to a point about 50 feet north of
East and West 32nd Streets, pre-
sented and read.

Resolution No. 142 -31
Whereas, the contract heretofore
entered into by the City of Dubuque
for the improving of Central Avenue,
hereinafter described, has been com-
pleted and said improvement has
been accepted by the City Council
of said City, and the City Engineer
has computed the cost and expense
thereof to be $46,006.62,
And, Whereas, public notice as
provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined:
Nov, Therefore, Be It Resolved by
the City Council of the City of Du-
buque that to provide for the cost of
improving Central Avenue from the
North property line of East Twenty -
second Street and Kaufmann Ave-
nue to a point about fifty feet north
of the north property line of East
and West Thirty- second Street there
be issued Improvement bonds to the
amount of $46,006.62. Said bonds
shall be issued under the provisions
of Chapter 311 of the Code of Iowa,
1927, which bear date as of the 17th
day of September, 1931; shall be in
the denominations of $500.00 except
that there shall be one bond to the
amount of $6.62. They shall be num-
bered from 2975 to 3067 inclusive
and shall be divided into ten series
of which the bonds numbered from
2975 to 2983 inclusive shall consti-
tute the first series and shall be pay -
able the 1st day of April, A. D. 1932;
the bonds numbered from 2984 to
2992 inclusive shall constitute the
second series and shall be payable
the 1st day of April, A. D. 1933; the
bonds numbered from 2993 to 3001
inclusive shall constitute the third
series and shall be payable the 1st
day of April, A. D. 1934; the bonds
numbered from 3002 to 3011 inclu-
sive shall constitute the fourth se-
ries and shall be payable the 1st day
of April, A. D. 1935; the bonds num-
bered from 3012 to 3021 inclusive
shall constitute the fifth series and
shall be payable the 1st day of April,
A. D. 1936; the bonds numbered
from 3022 to 3031 inclusive shall
constitute the sixth series and shall
be payable the 1st day of April, A.
D. 1937; the bonds numbered from
3032 to 3040 inclusive shall consti-
tute the seventh series and shall be
payable the lst day of April, A. D.
1938; the bonds numbered from 3041
to 3049 inclusive shall constitute the
eighth series and shall be payable
the first day of April, A. D. 1939; the
bonds numbered from 3050 to 3058
inclusive shall constitute the ninth
series and shall be payable the 1st
day of April, A. D. 1940; the bonds
numbered from 3059 to 3067 inclu-
sive shall constitute the tenth series
and shall be payable the lst day of
April, A. D. 1941.
Said bonds shall bear interest at
the rate of five per cent. per annum,
which interest shall be payable semi-
annually, in accordance with the
terms of the coupons thereto attach-
ed; and said bonds shall be payable
out of the proceeds of the special
assessment levied for said improve-
ment.
Both principal and interest shall
be payable at the office of the City
Treasurer in the City of Dubuque.
Said bonds shall be substantially in

IMPROVEMENT BOND
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of April, A. D.
193 ; or any time before that date
at the option of the City, the sum of
$500.00, with interest thereon at the
rate of five per cent. per annum,
payable on the presentation and sur-
render of the interest coupons here-
to attached, both interest and prin-
cipal are payable at the office of the
City Treasurer in the City of Du-
buque in the State of Iowa. This
bond is issued by the City of Du-
buque pursuant to and by virtue of
Chapter 311 of the Code of Iowa,
1927, and in accordance with a reso-
lution of the City Council of said
City, duly passed on the 17th day of
August, 1931. This bond is one of a
series of 93 bonds, 92 for $500.00,
numbered from 2975 to 3066 inclu-
sive, and one for $6.62, numbered
3067, all of like tenor and date, and
issued for the purpose of improving
Central Avenue from the north prop-
erty line of East Twenty- second
Street and Kaufmann Avenue to a
point about fifty feet north of the
north property line of East and West
Thirty- second Street and described
in said resolution; which cost is as-
sessable to and levied along said im-
provement, and is made by law a
lien on all abutting or adjacent prop-
erty, and payable in ten annual in-
stallments, with interest on all de-
ferred payments at the rate of five
per cent. per annum, and this bond
is payable only out of the money de-
rived from the collection of said spe-
cial tax, and said money can be used
for no other purpose. And it is here-
by certified and recited that all the
acts and conditions and things re-
quired to be done precedent to and
in the issuing of this series of bonds,

have been done, happened and per-
formed in regular and due form as
required by said law and resolution;
and for the assessments, collections
and payment herein of said special
tax, the faith and diligence of said
City of Dubuque are hereby irrevoc-
ably pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and countersigned by its City
Clerk, with the seal of said City af-
fixed this 17th day of August, 1931,
and has authorized the use of their
fac- simile signature to the interest
coupons hereto attached.

special fund to be known as Im-
provement Fund.
Be It Further Resolved that the
interest coupons attached to the
bonds be signed with the fac - simile
signature of the Mayor and counter-
signed with the fac - simile signature
of the City Clerk.
Be It Further Resolved, that as
fast as funds allow, beginning with
the second year after the payment
of interest due, these bonds shall be
called and retired in the same order
as numbered.

of $300.00 Hundred Dollars with in-
terest thereon at the rate of five
per cent, per annum, payable on the
presentation and surrender of the in-
terest coupons hereto attached, both
interest and principal are payable at
the office of the City Treasurer in
the City of Dubuque in the State of
Iowa. This bond is issued by the
City of Dubuque pursuant to and by
virtue of Chapter 311 of the Code of
Iowa, 1927, and in accordance with
a resolution of the City 'Council of
said City, duly passed on the 17th
day of August, 1931. This bond is
one of a series of 16 bonds, 15 for
$300.00 numbered from 2959 to 2973
inclusive, and one for $28.25 num-
bered 2974, all of like tenor and date,
and issued for the purpose of im-
proving McCormick Street from the
south property line of Delhi Street
to the north porperty line of Grace
Street and described in said resolu-
tion; which cost is assessable to and
levied along said improvement, and
is made by law a lien on all abutting
or adjacent property, and payable in
ten annual installments, with inter-
est on all deferred payments at the
rate of five per cent per annum, and
this bond is payable only out of the
money derived from the collection of
said special tax, and said money can
be used for no other purpose. And
it is hereby certified and recited that
all the acts and conditions and things
required to be done precedent to and
in the issuing of this series of bonds,
have been done, happened and per-
formed in regular and due form as
required by said law and resolution;
and for the assessments, collections
and payment hereon of said special
tax, the faith and diligence of said
City of Dubuque are hereby irrevoc-
ably pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by
its Mayor and countersigned by its
City Clerk, with the seal of said
City affixed this 17th day of August,
1931, and has authorized the use of
their fac- simile signature to the in-

Gentlemen: On December 17, 1930,
at the request of two Government
Post Office officials who had made
inquiries at the office of the City
Manager, the writer advised of cer-
tain facilities in this City, including
the following comment on sewers:
"Regarding sewers in alleys be-
tween any of the proposed blocks,

the City Engineer advises that no
main sewers exist in any of the
sites proposed. If there be sewers
in the alleys, the same are lateral
sewers only and supply the build-
ings erected at this time on either
side of said alley. These sewers
can be eliminated."
Mr. J. Ryan, the surveyor for the
Government Post Office site, asked a
question today as to whether or not
the City had made any plans to re-
move the sanitary sewer in the al-
ley between Bluff and Locust Streets
from Sixth Street to the southern
end of the Government property,
namely 183 feet from the property
line of Sixth Street.
The thought has occurred to the
writer that if a diversion of sewage
has to be made at this point, that
the necessary connection from the
alley between Bluff and Locust
Streets by way of Sixth Street to
the alley between Main and Locust
Streets, should be made prior to the
resurfacing of Locust Street.
In discussing same with the City
Solicitor prior to the letter of De-
cember 17th, it was not clear in our
mind as to the assessment of cost on
the proposed diversion of sewer. It
might be that the City cannot as-
sume this sewer and in this case I
would suggest that we build the
same with our own forces at a very
early date in order not to interfere
with the resurfacing of Locust
Street.

Mayor Meuser read the call and
stated that service thereof had been
duly made and that this meeting is
called for the purpose of levying a
special assessment for the improve-
ment of Bennett Street from North
Grandview Avenue to McCormick
Street, conducting a hearing on the
issuance of improvement bonds to
pay for the improvement of said
street; levying special assessments
to pay for sewer and water connec-
tions on Bennett Street from North
Grandview Avenue to McCormick
Street and on North and South Al-
gona Streets from Grace Street to
St. Joseph Street, and acting on any
other business that may come be-
fore this meeting. -

notice of special assessment for the
improvement of Bennett Street
along the line of the improvement
on August 12th, 1931.

Whereas, the Contract heretofore
entered into by the City of Dubuque
for the improving of Bennett Street,
hereinafter described, has been com-
pleted and said improvement has
been accepted by the City Council of
said City, and the City Engineer has
computed the cost and expense
thereof to be $8,992.47,
And Whereas, public notice' as
provided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds to pay the cost of said im-
provement and a public hearing has
been held pursuant thereto, and all
objections filed thereto have been
considered and determined;
Now, Therefore, Be It Resolved by
the City Council of the City of Du-
buque that to provide for the cost of
improving Bennett Street from the
West property line of North Grand-
view Avenue to the East property
line of McCormick Street there be
issued Improvement Bonds to the
amount of $8,992.47. Said bonds shall
be issued under the provision of
Chapter 311 of the Code of Iowa,
1927, which bear date as of the 1st
day of October, 1931; shall be in the
denominations of $500.00 except that
there shall be one bond to the
amount of $492.47. They shall be
numbered from 3068 to 3084 inclu-
sive and shall be divided into ten
series, of which the bond numbered
3068 shall constitute the first series
and shall be payable the 1st day of
April, A. D. 1932; the bonds num-
bered 3069 and 3070 shall constitute
the second series and shall be pay-
able the 1st day.of April, A. D. 1933;
the bonds numbered 3071 and 3072
shall constitute the third series and
shall be payable the 1st day of April,
A. D. 1934; the bonds numbered 3073
and 3074 shall constitute the fourth

• IMPROVEMENT BOND.
The City of Dubuque in the State
of Iowa promises to pay as herein-
after mentioned to the bearer here-
of, on the first day of April, A. D.
193 ; or any time before that date
at the option of the City, the sum of
$500.00, with interest thereon at the
rate of five per cent. per annum,
payable on the presentation and sur-
render of the interest coupons here-
to attached, both interest and prin-
cipal are paybale at the office of the
City Treasurer in the City of Du-
buque in the State of Iowa. This
bond is issued by the City of Du-
buque pursuant to and by virtue of
Chapter 311 of the Code of Iowa,
1927, and in accordance with a reso-
lution of the City Council of said
City, duly passed on the 31st day of
August, 1931. This bond is one of a
series of 18 bonds, 17 for $500.00,
numbered from 3068 to 3084 inclu-
sive, and one for $492.47, numbered
3085, all of like tenor and date, and
issued for the purpose of improving
Bennett Street from the west prop-
erty line of North Grandview Ave-
nue to the east property line of Mc-
Cormick Street, and described in
said resolution; which cost is as-
sessable to and levied along said im-
provement, and is made by law a
lien on all abutting or adjacent prop-
erty, and payable in ten annual in-
stallments, with interest on all de-
ferred payments at the rate of five
per cent. • per annum, and this bond
is payable only out of the money de-
rived from the collection of said spe-
cial tax, and said money can be used
for no other purpose. And it is here-
by certified and recited that all the
acts and conditions and things re-
quired to be done precedent to and
in the issuing of this series of ,bonds,
have been done, happened and per-
formed in regular and due form as
required by said law and resolution;
and for the assessments, collections
and payment hereon of said special
tax, the faith and diligence of said
City of Dubuque are hereby irrevoc-
ably pledged.
In Witness Whereof, the City of
Dubuque by its City Council has
caused this bond to be signed by its
Mayor and .countersigned by its City
Clerk, with the seal of said City af-
fixed this 31st day of August, 1931,
and has authorized the use of their
fac- simile signature to the interest
coupons hereto attached.

Gentlemen: Below is a list of em-
ployees of the City Street Depart-
ment and City Garage. The writer
recommends that the monthly rate
of compensation be eliminated and
that an hourly rate be established,
as indicated, to certain employees,
for the following reasons:-
1, Balance of Street Department dri-
vers, roller .operators and labor
are paid at hourly rates.
2. Monthly men have been paid in
the past for two weeks vacation,
making it unfair to hourly men
doing same work, who do not re-
ceive a vacation.
3. In times of storm and extra work
it is easier to work hourly men
overtime than monthly men. It is
my intention this winter to work
snow removal straight through, if
necessary.
4. For purpose of providing as much
employment to local, needy, mar-
ried men this fall and winter, I
propose to work most of the street
labor four (4) days, or less, per
week and on an eight (8) hour
basis.

Gentlemen: This is to advise that
on November 13, 1930, a new 250
C. P. street light was installed, after
having received Council's authority
about ten days prior to said date,
on Langworthy Avenue midway be-
tween Hill and James Streets.
During the period of installation
and every few weeks since then so
many objections and complaints have
arisen from the operation of the lamp

and finally today Dr. V. A. McGuig-
an, 990 Langworthy Avenue, requests
that the lamp be removed. The com-
plaints have included the following:
That the light attracts a great many
children from other sections of the
block; that the noise of playing
children is intolerable; that the light
interferes with rest in the bedrooms
adjacent thereto; that the lamp at-
tracts bugs that formerly were not
objectionable and that the lamp is
not needed as there are practically
no large trees in the block.
Accordingly the writer would rec-
ommend the removal of said lamp.

Gentlemen: The request of Mr.
S. F. Corlien of the Chicago, Burling-
ton and Quincy Railroad Company,
dated August 7th, was referred by •
City Council to the writer on August
17th for a report and recommenda-
tion concerning the requested new
light at the Third Street railroad
crossing.
Please be advised that the closest
lights to Third Street are those on
the double standard post erected at
the northwest corner of Central and
Third and a light on a pole about
'ninety feet west of the Chicago, Bur-
lington and Quincy Railroad freight
station. The space between these
two lights is approximately 500 feet.
There is an angle in Third Street
near the middle of the railroad
tracks - which prevents the shin-
ing from either direction if cars are
on the sidings. This offset is ap-
proximately 50 feet.
The writer would recommend the
installation of a new 400 C. P. street
light on the pole at the angle in the
street about the middle of this exist-
ing darkened space. I find that
there are ten tracks here that are
unprotected to a considerable amount
of traffic at certain hours of the
evening.

Nick Lumbardi addressed the
Council asking that he be allowed to
peddle fruit and vegetables without
procuring a license therefor, being a
World War veteran. City Manager
Evans reported that he was granted
this permission last year and recom-
mends that a permit be granted.
Councilman Jansen moved that
the recommendation of the City
Manager be approved. Seconded by
Councilman Schuckert. Carried by
the following vote:

Henry Kohnen, Davenport Street,
addressed the Council stating that
they now have sewer and water
mains on said street, but no water;
he asks that the City furnish water.
Councilman Schuckert moved that
this matter be referred to the City
Manager and Superintendent of the
Water Works. Seconded by Council-
man McEvoy. Carried by the follow-
ing vote:

Councilman McEvoy moved that
the Auditor and Treasurer be in-
structed to draw a warrant in the
amount of $166.67, payable to Geo.
McLean, chairman of the Upper
Mississippi Valley Association, for
assessed dues from the City of Du-
buque toward proposed expenditures
of the Association this winter. Sec-
onded by Councilman Jansen. Car-
ried by the following vote:

Councilman McEvoy moved that
A. P. Abeln, John Maclay and Louis
C. Kolfenbach are hereby appointed
appraisers to view the Allison -
Henderson Park property to deter-
mine the value of the same and re-
port back to the Council. Seconded
by Councilman Jansen. Carried by
the following vote:
