Present —City Manager Kratz, May- or Meuser, Councilmen Jansen, Mc- Evoy, Schuckert and Andelfinger. Mayor Meuser stated that this is the regular monthly meeting of the Council for the transaction of such business as may properly come be- fore the meeting, and that this date has also been fixed to conduct a hear- ing on plans and specifications, form of contract and cost of installing boulevard lights on Central Avenue, from 18th Street north to 22nd St. Proof of publication certified to by the publisher of notice of pendency of resolution of necessity for public improvements and hearing upon pro- posed plans and specifications, form of contract and cost of improve- ments. By direction of the City Council of the City of Dubuque notice is here- by given that a resolution of neces- sity is proposed for passage and ad- option for the installation of 23 single light boulevard standards, in- cluding cable, relaying cement side- walks, switches and furnishing all appurtenances necessary for a com- plete installation on Central Avenue from Eighteenth Street to East Twenty- second Street. Estimated cost, $4,869.10. Councilman McEvoy moved that the notice be received and filed. Sec- onded by Councilman Andelfinger. Carried by the following vote: Yeas —Mayor Meuser, Councilmen Andelfinger, Jansen, McEvoy, and S chuckert. Nays —None. Petition of Frank Keesecker ob- jecting to the cost of said installa- tion. Petition of Mr. and Mrs. Peter Hig- gins owner of lot 14 L. H. Langwor- thy Add., protesting to the installa- tion of said boulevard lights. Verbal petition of Mrs. Hoeff lin against the installation of said boule- vard lights, objection to the cost of installation of same. Councilman Andelfinger moved that the rules be suspended to al- low anyone present who wishes to do so, to address the Council. Sec- onded by Councilman Jansen. Car- ried by the following vote: Yeas —Mayor Meuser, Councilmen Andelfinger, Jansen, McEvoy, and Schuckert. Nays —None. Attorney Frank Gilloon addressed the Council on behalf of the Phil. Meyer Estate, protesting against the Regular Session, June 2nd, 1930 167 installation of the boulevard lights on Central Avenue, the main objec- tion being the cost of the same. All petitions received and filed as per resolution No. 207 -30. Resolution 'No. 185 -30 Resolution of necessity for the in- stallation of 23 single light boule- vard standards, including cable, re- laying cement sidewalks, switches and furnishing all appurtenances nec- essary for a complete installation on Central Avenue from Eighteenth St. to East Twenty- second St. Estimat- ed cost,- $4,869.10; said resolution having been proposed at a meeting of said Council on the 12th day of May, 1930, said improvements to be constructed according to the plans and specifications prepared by the City Engineer, approved by the Coun- cil and now on file in the office of the City Clerk; having been approv- ed and placed on file for final action, May 12th, 19,30, presented and read. Sealed proposals will be received by the City Clerk of the City of Du- buque, Iowa, at his office in the City Hall up to 10 o'clock a. m. on the 2nd day of June, 1930, for the con- structing and installation of sewer, water and gas connections in Viola Street, from the north property line of Eagle Street to the north curb line of Merz Street. Having been approved and on file for one week for public inspection, present- ed and read. Councilman Andelfinger moved the adoption of the resolution. Seconded by Councilman Jansen. Resolution No. 204-30 Resolution awarding contract for Gas connections on the improvement of Viola Street, from the north pro- perty line of Eagle Street to the north curb line of Merz Street, to Key City Gas Co., having been ap- proved and on file for one week for public inspection, presented and read. Councilman Andelfinger moved the adoption of the resolution. Second- ed by Councilman McEvoy. Carried by the following vote: Yeas —Mayor Meuser, Councilmen Andelfinger, Jansen, McEvoy, and Schuckert. Nays —None. Resolution No. 202 -30 Resolution awarding the contract for the improvement of Nowata Street from the south curb line of West 14th Street to the north curb line of Julien Avenue, by grading said street to the proper sub- grade, constructing concrete sidewalks, driveways and catch basins where necessary and fifteen (15) inch tile to connect catch basins to existing storm sewer and by paving said street with a concrete pavement with integral curb twenty -seven (27) feet wide and six (6) inches thick, to the James F. Lee Paving Co., having been approved and on file for one week for public inspection. Present- ed and read. Councilman McEvoy moved the ad- option of the resolution. Seconded by Councilman Schuckert. Councilman Schuckert moved that this be considered the first reading of the ordinance. Seconded by Coun- cilman Andelfinger. Carried by the following vote: Yeas —Mayor Meuser, Councilmen Andelfinger, Jansen, McEvoy, and Schuckert. Nays —None. Couniclman Schuckert moved that the rules requiring an ordinance to be read on three separate days be suspended. Seconded by Councilman McEvoy. Report of the Board of Review appointed by the City Council to equalize taxes in the City of Du- buque, Julien Township, for 1930, having been in session 41 days, at which sessions were present the members of the Board as follows: A. P. Abeln 40 days at $8.00 per day $320.00 Ed. Schrempf 41 days at $8.00 per day 328.00 Jos. J. Bertsch 41 days at $8.00 per day 328.00 Total $976.00 There being nothing further to do, the Board has taken final adjourn- ment. Resolution No. 209 -30 Preliminary estimate, plans and specifications, form of contract and cost of improvement for the cost of widening West 12th Street from the west property line of Central Av- enue to the east property line of Main Street, by widening said street on both sides two feet six inches (2' 6 "), constructing new cement sidewalks, repairing cement side- walks, constructing two foot six inch . (2' 6 ") combination curb and gutter, remove trees, rebuilding existing catch basins and constructing new catchbasins, down spout drains, and by removing brick pavement at alley intersection on north side of West Twelfth Street between Central Av- enue and Iowa Street and lower and replace same with six inch (6 ") con- crete pavement and place two inch (2 ") fibre conduit behind curb. The reason for submitting my res- ignation at this time is that I have been offered the position of City Manager of Covington, Kentucky, at very much of an increase in salary June 2nd, 1930 and what appears to be under a very pleasant arrangement. Whereas, the contract heretofore entered into by the City of Dubuque for the improving of Robinson Street hereinafter described, has been com- pleted and said improvement has been accepted by the City Council of said City and the City Engineer has computed the cost and expense thereof to be $1,270.26. And whereas, public notice as pro- vided by law, has been pfiblished by the City CIerk stating the intention of the City Council to issue bonds to pay the cost of said improvement and a public hearing has been held pursuant thereto, and all objections filed thereto have been considered and determined: Now, therefore, be it resolved by the City Council of the City of Du- buque that to provide for the cost of improving Robinson Street from the west property line of Bluff Street westerly about two hundred and ten feet, there be issued improvement bonds to the amount of $1,270.26. I have investigated the complaint of Mr. Belt and find that the city has widened the alley by building a radius across the corner of Mr. Belt's property. After discussing the matter with Mr. Belt, he has agreed to leave the pavement remain in its present condition providing the city will build about twenty -five feet of curb to keep the traffic from driv ing over his property.
