Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your
review.
Discussion
The applicant spoke in favor of the request, noting the plat allows for expansion of his
existing logging business.
Staff reviewed the plat, noting that approval is subject to waiving lot frontage
requirements.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that access to Lots 1
and 2 are provided by access easements.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City
Council approve the request.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Stone Quarry Subdivision
INTRODUCTION
The submitted final plat of Stone Quarry Subdivision subdivides an existing
approximately 270-acre parcel located at the intersection of Old Massey Road and U.S.
Highway 52 in Dubuque County. The subdivision consists of three lots and will
facilitate the sale of Lot 2, which is approximately 3.3 acres, to be used a spoils storage
area for the quarry.
DISCUSSION
The submitted final plat for Stone Quarry Subdivision divides an approximately 270-acre
parcel of property into three lots. The parcel is located along U.S. Highway 52 within
the two-mile fringe of the City of Dubuque; therefore, requiring joint City/County review.
Lot 3 is approximately 118 acres and has frontage along both Old Massey Road and
U.S. Highway 52. Lot 1 is approximately 150 acres and is bounded along its southern
border by Old Massey Road. Lot 2 is approximately 3.3 acres and has no frontage on a
public roadway. Lot 2 is accessed from an easement across Lot 1 through Gassman
Quarry. Lot 2 will be used as a storage area for spoils from the adjacent quarry.
RECOMMENDATION
Planning Services staff recommends the Zoning Advisory Commission approve the final
plat of Stone Quarry Subdivision as it is in substantial compliance with the City of
Dubuque Subdivision regulations subject to waiving Section 42-19, Lots and Blocks, for
lot frontage for Lot 2.

RESOLUTION APPROVING THE FINAL PLAT OF STONE QUARRY
SUBDIVISION IN THE COUNTY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat of Stone Quarry
Subdivision; and
Whereas, said final plat provides Lots 1 and 2 with 0 feet of lot frontage, where
50 feet is required; and
Whereas, said final plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lots I and 2 to have 0 feet of frontage, where 50 feet of lot frontage is required.
Section 2. That the final plat of Stone Quarry Subdivision is hereby approved,
and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa upon said final plat.
