The City of Dubuque Zoning Advisory Commission has reviewed a preliminary plat
submitted by Steetegray, Inc. for Wynstone Subdivision. The subdivision creates 66 lots on
an approximately 18-acre parcel at 2915 John F. Kennedy Road. The Zoning Advisory
Commission recommended approval of the preliminary plat at their June 4, 2003 meeting.
The preliminary plat has been included for your information to assist in your review of the
rezoning request for this property. The City Council Will have the opportunity to review the
final plat when it is submitted by the applicant.
This plat is submitted as an informational item. No City Council action is required or
requested.

southeast.

Conformance with Comprehensive Plan: The City of Dubuque Comprehensive Plan
designates the subject area for a mixture of single and two-family residential.

Impact of Request on:
Utilities: Existing sanitary and water mains are available to the site and can
accommodate the proposed development.
Traffic Patterns: The proposed subdivision includes the construction of 3 new
public streets. The northem most street will be designed to the City's collector
street standard of 37 feet of paving within a 60-foot right-of-way. The looped street
and cul-de-sac street will be designed to the City's affordable residential street
standard of 27 feet of paving and 50 feet of right-of-way. On-street parking will be
limited to one side.
Public Services: Existing public services are adequate to serve this site.
Environment: Staff does not anticipate any adverse impact to the environment
provided adequate erosion control is provided dudng all phases of development
and that stormwarter control is provided as per City of Dubuque Engineering
requirements.
Adjacent Properties: The impact of the proposed subdivision on adjacent
properties will take the form of additional traffic on John F. Kennedy Road and
some loss of open space.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted preliminary plat of Wynstone is a subdivision off of
John F. Kennedy Road to be developed into 66 single-family lots. Access to the
subdivision is by way of a proposed collector street running east and west along the
north portion of the property. The balance of the site is served by a looped street and a
cul-de-sac street built to the City's affordable residential street standards.
This proposed subdivision will be served by City water and sewer. Both utilities are
sized to accommodate the proposed development. The proposed subdivision will
comply with the City's requirements in terms of storm water control and erosion control.
The proposed collector street will be stubbed to the west to accommodate future
development of the Hacienda Land Corporation property. Eventually the continuation
of this collector street will provide a secondary access into this development from the
wast. The proposed streets within the new subdivision will be dedicated to the public,
wilt provide sidewalks on both sides of the road, and will connect with the existing
sidewalk system on John F. Kennedy Road. City Engineering Division has reviewed
the proposed access on John F. Kennedy Road and found that there is adequate site
visibility and separation from Spring Valley Road.
Subdivision Staff Report - Preliminary Plat of Wynstone
The developer is requesting assistance from the City to help lower the price of the
building lots in the subdivision. As part of this project, the developer is proposing 27-
foot wide streets within 50 feet of right-of-ways for the loop street and cul-de-sac street.
The 27-foot paving width saves the cost of 4 feet of additional paving when compared
to the standard residential street width of 31 feet. When a 27-foot wide street is
planned, parking is restricted to one side only. This helps maintain two drive lanes
along the street. By restricting parking to one side, there is actually more travel space
when compared to a 31-foot street with parking on both sides.
The 27-foot street design is part of the Affordable Housing Task Force
recommendations. The developer and City staff have just started negotiations on the
project. If the resulting sale price of the house and lot does not meet affordability
guidelines, City staff will recommend that the standard city street width of 31 feet of
paving and 50 feet of right-of-way be utilized. The street issue will be resolved prior to
submittal of the final plat.
Planning Staff recommends that the Zoning Advisory Commission approve the
submitted preliminary plat of Wynstone as it is substantial compliance with City of
Dubuque Subdivision regulations.
