Lyons Interpretive Center Expansion Project - Exhibits Grant Match DATE: April 14, 2010 Planning Services Manager Laura Carstens is recommending City Council approval to provide $25,000 in additional City funds as part of the local match for a $150,000 federal grant for the Mines of Spain Exhibit and Education Program at the E.B. Lyons Interpretive Center. The City of Dubuque previously contributed $30,000 of the $1.4 million raised by the Friends of the Mines of Spain for the expansion of the E.B. Lyons Interpretive Center. The money is available in the Planning Services Department FY2011 Riverfront 2000 Plan Implementation Budget. I concur with the recommendation and respectfully request Mayor and City Council approval. Lyons Interpretive Center Expansion Project — Exhibits Grant Match April 2, 2010 Introduction The purpose of this memorandum is to request your consideration of providing $25,000 in additional City funds as part of the local match for a federal grant for the Mines of Spain Exhibit and Education Program at the E. B. Lyons Interpretive Center. Discussion The City of Dubuque is the project sponsor on behalf of the Friends of the Mines of Spain (FOMOS) for a $150,000 Preserve America grant from the National Park Service for the Mines of Spain Exhibit and Education Program. The FOMOS raised $1.4 million in funding needed for expansion of the Interpretive Center, doubling its size and creating more space for interpretation and education. The City of Dubuque contributed $30,000 for the expansion. The Mines of Spain Exhibit and Education Program is being coordinated with the expansion of the Center. The estimated total project budget for the Mines of Spain Exhibit and Education Program is $300,000. The FOMOS is responsible for the $150,000 grant match. In an effort to raise this match, the FOMOS has sent out letters to asking for donations, held a fundraising event, and applied for grants from local, state, and private sector sources. These efforts have not been as successful as hoped. The FOMOS has asked if additional City funds can be designated for the local match for the new exhibits. Budget Impact In consultation with Budget Director Jenny Larson, I have identified that there is $25,000 available in the Planning Services Department's FY 2011 Riverfront 2000 Plan Implementation CIP No. 102 -1015. Recommendation I recommend that this $25,000 be committed as part of the local grant match for the Mines of Spain Exhibit and Education Program. cc: Jenny Larson, Budget Director
