BACKGROUND Fire Headquarters Expansion Project (Funded Totally by General Obligation Bonds) (CIP # 7302266) The City Council has previously approved the site and design firm for the construction of a 477 -space parking ramp and the addition of three truck bays for the current fire headquarters. The design team for the project consists of Desman Associates, Straka /Johnson Architects and Buesing Associates. In order to achieve the desired number of vehicular spaces, it was determined the ramp would be seven stories /levels in height (82 feet at the top of the spandrel). Since the parking ramp will exceed the maximum 75 -foot height requirement of the C-4 Downtown Commercial District, it is exempted from the bulk of the regulations of the Unified Development Code in Article 3 -16 Public Buildings and Uses since it is a public structure. If this ramp was not a public structure, a height variance would need to be received from the Zoning Board of Adjustment. City Attorney Barry Lindahl has advised against seeking a variance due to the exemption provided for the parking ramp in UDC Article 3 -16. The parking ramp design has been reviewed and approved by the City Council, the Historic Preservation Commission and the State Historic Preservation Office. Since the building will be located in an area that is not adjacent to residential, and because it will be similar in height to other downtown structures (Dubuque County Courthouse, American Trust, Roshek Brothers' Building, Fischer Building, Hotel Julien, etc.), Planning Services Staff feels that exempting the property from the height requirement will not be detrimental to the surrounding property. DISCUSSION The 10 & Central Parking Ramp and Fire Headquarters Expansion Project will include the following: 10 & Central Parking Ramp (Partially Funded by U.S. Department of Commerce, Economic Development Administration — Approval Pending) The 10 & Central Parking Ramp will be a 7- level, 2 -bay wide cast -in- place, post - tensioned concrete parking facility partially clad with an architectural precast concrete fagade and containing 477 parking spaces. The parking facility will be considered an open structure, in conformance with International Building Code, and clad with a combination of thin brick -faced architectural precast concrete and solid color precast panels to emulate a buff limestone facade containing sufficient openings to provide natural ventilation of all parking areas. Two stair towers will be clad with an aluminum curtain wall on two sides and each tower will have one elevator. The towers will be constructed on the northeast and southwest corners of the facility. Vehicle entrances and exits will be on Iowa Street on the southwest corner and onto Central Avenue on the east side of the site. Fire Headquarters Expansion (Totally Funded by General Obligation Bonds) The fire headquarters expansion will include the construction of a three -bay wide fire station equipment expansion structure on the west side of the existing adjacent Fire Department Headquarters. Site work includes demolition of the existing parking lot and construction of new site work and landscaping per drawing and specifications. The contractor shall be responsible for protection of the adjacent existing fire station headquarters, existing east/west running utilities just south of the proposed parking deck and newly - installed utilities, curb and gutter that will be in place along 9th Street, 10 Street, and Central Avenue including the southeast corner of the fire headquarters expansion. RECOMMENDATION recommend that the City Council approve the plans, specifications, form of contract and the estimated cost for the 10 & Central Parking Ramp and Fire Headquarters Expansion Project. BUDGET IMPACT (10 & Central Parking Ramp Project) The estimate of probable cost for the 10 & Central Parking Ramp Project is as follows: Construction Contract Contingency Construction Engineering & Inspection Miscellaneous Expenses (Fiber Relocation, Revenue Testing, Traffic Study, Emergency Siren Relocation) Alternate Bids Funding Total The project funding summary is as follows: CIP No. 7302179 Fund Description 10 /Central Parking Ramp(General Obligation Bonds) U.S. Dept. of Commerce Economic Development Admin. Total Project Funding An application for partial funding was submitted to the U.S. Department of Commerce, Economic Development Administration. City staff has been in discussions and negotiations for EDA assistance for nearly 18 months. Over that timeframe, the location and size of the proposed parking ramp has been modified. The original application requested $7 million from EDA. Due to changes in how the Denver EDA allocates public works funding within our region, the EDA could only commit to a $1.5 million grant. City staff has submitted the additional information requested by the EDA, and a verbal agreement has been received. The City of Dubuque also sold general obligation bonds in the amount of $9.2 million to fully fund the cost of the project.
