(Code 1976, § 10V2-24) 13-15. Programs, projects and services, conformity to legal and policy re- strictions. All programs, projects and services to be devel- oped by the commission must conform to the pol- icies of the city and to applicable local, state and federal laws, rules and regulations. (Code 1976, § 10%-25) Sec. 13-16. Sollcitation and acceptance of do- nations and gifts. The commission may solicit and otherwise ac- copt donations and gifts of money, personal prop- erty and personal services. All such monies and personal property as received shall become the property of the city for the general use for the support of the civic center and its programs un- less such items have been designated by the do- nors for specific purposes. (Code 1976, § 10~,~-26) Sec. 13-17. Membership, appointment. (a) The commission shall be comprised of a membership of five (5) persons, who shall be ap- pointed by the Dubuque City Council for terms of two (2) years. Two (2) of the initial appointments shall be for a term of one year, three (3) of such initial appointments shall be for a term of two (2) years. Co) Upon completion of their term of office, mem- bers of the commission shall continue ~o serve in their full capacity until a successor has been duly appointed. (c) Membership on the commission shall be lim- ited to persons who are residents of the city. (d) On and after July 18, 1983, the terms of members of the commission shall be for three (3) years. Terms of those members originally sched- uled to expire June 29, 1984, shall be extended to expire June 29, 1985, and terms of those members originally scheduled to expire June 29, 1985, shall be extended to expire June 29, 1986. Thereafter all terms shall be for three (3) years. (Code 1976, § 10%-27) Sec. 13-18. Vacancies in membership. A vacancy caused by death, resignation or oth- erwise on the commission shall be promptly filled by the Dubuque City Council for the unexpired term of office. (Code 1976, § 101/~-28) Sec. 13-19. Attendance at meetings, fre- quency required; record of atten- dance. ia) Members of the commission shall attend at least two-thirds (%) of all regularly scheduled and held meetings within any twelve-month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the commission to recommend to the Dubuque City Council that said member be replaced. (b) The attendance of all commission members shall be entered upon the minutes of all meetings by the secretary. (Code 1976, § 10¥2-29) Sec. 13-20. Compensation. All members of the commission shall serve without compensation except for reimbursement of necessary expenses. WHAT CONTtRBUTIONS CAN YOU MAKE OR STATE REASON FOR APPLYING: As a property owner and business proprietor in, and resident of the Jackson Park Historic District I am faced daily with the problems of economic viability and costs versus benefits of historic preservation. My long time commitment and experience in the historic preservation field and my engineering, fmancial management and leadership experience combine to enable me to analyze and determine cost versus benefits, economic impact and economic viabihty of projects and propose cost effective alternatives to achieve the goals of historic preservation in Dubuque. 'Procedures For Operations: All administrative, personnel, accounting, budgetary and procurement policies of the City shall govern the Commission in all its opera- tions. Zoning Advisory Commission Created; Composition; Ap- pointment: There is hereby created a City Zoning Adviso- ry Comm/ssion, which shall consist of seven (7) residen~ of the City, appointed by the City Coun,:' : "* shall be qualified by knowledge, experience and abiHty to ac~ in matters pertain- ing to short-range planning and zoning, none of whom shall hold an elective position in the City. Appointment To Airport Zoning Commission: Two (2) members of the Coma/salon shall be appointed by the City Council to serve on the Airport Zoning Commission. A member shall serve out the term en the A/rport Zoning Com- mission even if the member's term on the Zon- ing Commission has expired. (Ord. 86-95, 12-18-1995) Sec. 36-11. Application And Appointment The appointment process to the Comr~ission by the City Council shall include at least the following: (1) An application form requesting bas/c information on the education, lraln/ng, experience, expeciations and other quali- fications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interv/ew by the City Council to determine the applicant's qualifications and ability to effectively serve on the Commission. Terms; Filling Of Vacancies; Compensation: The term of office for members of the Zoning Ad~isery Commission shall be three (3) years or until a successor is duly appointed. Two (2) of the initial terms shall be for a term of one year; two (2) of the initial terms for two (2) yeers; and three (3) of the initial terms for three (3) years. A Commission member may be-removed at any time with or without cause by a vote of two- thirds (~/=) of all members of the City Council. 2305 § 36-12 DUBUQUE CODE A vacancy occurring on the Commission caused ': r~signafion or otherwise, shall be filled by appointment by the City Council for the remainder of the unexpired term. All members of the Commission shall serve without compensation except for actual expens- es, which shall be subject to approval by the Council.
