The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
Dave Schneider of Schneider Land Surveying & Planning spoke on behalf of the
applicant. He stated that the owners of the property are correcting internal property line
issues. He specifically noted a well and some crop ground that were being integrated
into the appropriate lots.
Planning staff said that the request is to subdivide two lots that total 35.5 acres located
along Clay Hill Road in Dubuque County that are within the City's 2-mile extra -territorial
jurisdiction. He noted that the subdivision will create three lots one of which, Lot 3, will
have no street frontage but will be accessed from a 24-foot-wide easement across Lot 2
to Clay Hill Road. He said that the subdivision would create an additional building lot
noting that County standards allow up to two lots to be accessed from an easement. He
said that the Lots 1 and 2 will have the required street frontage and all three will have
the minimum required square footage. He said that the subdivision will meet all other
provisions of the Unified Development Code.
Planning staff recommended approval of the Final Plat of Stony Knob Subdivision
subject to waiving the lot frontage requirement for Lot 3.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the Final Plat of Stoney Knob Subdivision subject to waiving the required lot
frontage for Lot 3.

A RESOLUTION APPROVING THE FINAL PLAT OF SURVEY FOR STONEY KNOB
SUBDIVISION IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey Stoney Knob
Subdivision in the Dubuque County, Iowa; and
Whereas, said Plat of Survey provides 0 feet of frontage for Lot 3 on a public or
approved private street, where street frontage is required by Section 11-14 of Title 16 of the
City of Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and its approval has been endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 0 feet of frontage on a public street or an
approved private street.

INTRODUCTION
The submitted Plat of Survey subdivides two lots that total 35.5 acres located along
Clay Hill Road into Lots 1, 2 and 3 in the Stony Knob Subdivision. The property is
located in Dubuque County within the City's 2-mile extra -territorial jurisdiction and is
being reviewed jointly by the City of Dubuque and Dubuque County. The subject
property is currently zoned County A-1 Agricultural and A-2 Agricultural Residential.
DISCUSSION
The plat as proposed will result in a 1.9 acre lot that accommodates an existing single-
family home, a 9.9 acre wooded lot with no street frontage and a 23.7 acre lot that
includes both cultivated and wooded ground. Lot 3, the lot that has no frontage, will be
accessed from a 24-foot wide easement that traverses Lot 2 (the residential lot) to Clay
Hill Road. Lots 1 and 2 have the required amount of frontage and all three lots exceed
the minimum required lot area. The subdivision will facilitate creation of an additional
building lot. By County standards, two lots can be served by an access easement.
The submitted Plat of Survey in all other respects, save the lot frontage requirement for
Lot 3, complies with the City of Dubuque's subdivision regulations contained in the
Unified Development Code.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission review the Final Plat of
Stony Knob Subdivision and recommend approval as submitted subject to waiving the
lot frontage requirement for Lot 3.
