A Consultant Selection Committee consisting of Assistant Planner Wally Wernimont,
Associate Planner Pam Myhre, Neighborhood Development Specialist Jerelyn
O'Connor, Pumhasing Coordinator Kathy Sturm and Planning Services Manager Laura
Carstens reviewed the two Requests for Proposals received for a consultant to conduct
Phase IV of the architectural/historic survey ofthe community. The Consultant
Selection Committee recommends awarding the contract to Jim Jacobsen of History
Pays! with a proposed fee of $27,830. Mr. Jacobsen completed the Phase I, Phase II
and Phase Ill surveys for the City and is familiar with Dubuque's history and architecture
and has indicated that he can complete the project according to the schedule set by the
State Historic Preservation Office.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Consultant Selection for Phase IV of Architectural/Historic Survey
INTRODUCTION
The purpose of this memo is to recommend the historic preservation consultant to
conduct Phase IV of the architectural/historic survey of the community. Phase IV is a
National Register nomination and amendment project.
BACKGROUND
The City of Dubuque has a Memorandum of Agreement (MOA) with the State Historic
Preservation Office (SHPO) to conduct historic and architectural surveys on a regular
basis. The MOA also recognizes the City of Dubuque as a Certified Local Government
(CLG). As a CLG, the City is able to apply for state grants to assist with the costs of
these required surveys.
The Phase IV project involves the listing of the Langworthy and West 11th Historic
Districts to the National Register of Historic Places and amending the National Register
Nominations for Jackson Park and Cathedral Historic Districts. In addition, the Multiple
Property Document that was created and expanded in the earlier phases will be
submitted for listing on the National Register.
The City has received a CLG grant of $18,000 from the SHPO for this project. The City
is responsible for providing a $12,000 match. The $12,000 local match will come from
CDBG funds in the Planning Services Department.

DISCUSSION
A Request for Proposals (RFP) was distributed to 28 historic preservation consultants,
with an estimated project budget of $30,000. Five consultants inquired about the RFP;
however, only two consultants submitted responses. The proposals that we received
were from Jim Jacobsen of History Pays! and Maryls Svendsen of Svendsen Tyler, Inc.
The two proposals were reviewed by a Consultant Selection Committee that included
Assistant Planner Wally Wemimont, Associate Planner Pam Myhre, Neighborhood
Development Specialist Jerelyn O'Connor, Purchasing Coordinator Kathy Sturm, and
myself.
RECOMMENDATION
The Consultant Selection Committee recommends that the City Council approve the
retention of Jim Jacobsen of History Pays! as the consultant to conduct the Phase IV of
the architectural/historic survey of the community. Mr. Jacobsen is well qualified with
many years of experience in preparing and amending National Register nominations
and amendments, including nominations for properties in Dubuque. He has completed
the Phase I, Phase tl and Phase 111 surveys for the City of Dubuque, and is familiar with
Dubuque's history and architecture. His proposal indicates that he can complete the
project according to the schedule that the SHPO has set. Finally, Mr. Jacobsen's
proposed fee of $27,830 is with in the project budget.
Maryls Svendsen of Svendsen Tyler, Inc. is also a qualified consultant with experience
in preparing and amending National Register nominations and amendments. Her
estimated cost of $27, 843 also is within the budget. Her proposed schedule to
complete the project was different that the schedule set by the SHPO, however, which
raised some concerns for the Consultant Selection Committee.
ACTION STEP
The requested action is for the City Council to adopt the enclosed resolution selecting
Jim Jacobsen of History Pays! as the consultant for this project, and authorizing staff to
negotiate a contract.

RESOLUTION APPROVING A CONTRACT FOR PHASE IV NATIONAL REGISTER
NOMINATION AND AMENDMENT PROJECT
Whereas, the State Historical Society of Iowa has awarded the City of Dubuque a
Certified Local Government (CLG) grant to conduct the Phase IV National Register
Nomination and Amendment Project; and
Whereas, the City Council has budgeted funds to conduct a Phase IV National Register
Nomination and Amendment Project; and
Whereas, the City Council has determined that this project should be completed
concurrently and with assistance from a qualified consultant.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council does hereby award the contract for the Phase IV
National Register Nomination and Amendment Project to Jim Jacobsen of History Pays! of
Des Moines, Iowa.
Section 2. That the Planning Services Manager is hereby authorized to negotiate a
contract with History Pays! for this project in an amount not to exceed $27,830.00.
