Dubuque Main Street Ltd., a downtown development corporation, is seeking your approval of its new 2020
District Plan (see attached). This plan gives consideration to the short, medium, and long-term
expectations of the board.
The Main Street Iowa and our Dubuque Main S~'cet board have officially approved the new districting
plan, with two of the newly mapped districts being placed into operation be~nniug 1 July 2003 (Jackson
Park and Couler Districts). The two additional districts have been identified based on expected areas of
growth, but will not be implemented without a vote from the board and is hinged on available staffing and
assistance from the local DIVlLS office and the Main Slrcet Iowa offices.
Thc City of Dubuque's overall strategy of support for the downtown is appreciated and for veard thinking.
This new districting plan can provide direction through the next two decades, and is seen as a continuation
of the Downtown Master Plan currently under development.
As a partner in our long-term goals, we look forvntrd to your approval of the 2020 District Plan for
Dubuque Main Street Ltd.

RESOLUTION APPROVING THE 2020 DISTRICT PLAN OF DUBUQUE MAIN
STREET, LTD.
Whereas, Dubuque Main Street, Ltd. is the downtown development corporation;
and
Whereas, the City of Dubuque has a purchase of services agreement with
Dubuque Main Street, Ltd. for downtown development; and
Whereas, the Dubuque Main Street, Ltd. Board of Directors and the Main Street
Iowa office have approved the 2020 District Plan to meet short, medium and long-term
objectives.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:

2020 DISTRICTS PLAN
1. PLAN AND MAPS ARE APPROVED BY THE DMSL BOARD OF
DIRECTORS, EFFECTIVE 26 MARCH 2003.
2. THE PLAN IS INTENDED TO COVER FUTURE EXPANSIONS OF THE
DMSL DISTRICTS OVER THE NEXT TWO DECADES.
THE MAPS RENAME THE ICE HARBOR DISTRICT TO PORT OF
DUBUQUE, AND EXPAND THE CABLE CAR SQUARE DISTRICT TO
DODGE STREET.
THE BOUNDARIES ON THE PDF FILES ARE IDENTIFIED BY A BLACK
LINE, BUT ANY PROPERTY THAT FRONTS ALONG THE BLACK LINE
(BUT NOT CROSSING THE MAJOR FOUR-LANE HIGHWAYS 20 AND
151). ARE CONSIDERED PART OF THE DISTRICT.
ACTIVATION OF ANY DISTRICT IS HINGED ON AVAILABLE STAFFING
AND ASSISTANCE FROM THE LOCAL DIVILS OFFICE AND MAIN
STREET IOWA OFFICES.
ACTIVATION OF ANY DISTRICT IS BASED ON SHORT TERM, MEDIUM
TERM, AND LONG TERM FOCUS OF THE ORGANIZATION. ONCE
ACTIVATED, IT MAY TAKE SOME TIME BEFORE ALL PROPERTY IN
THE DISTRICT WILL BE PART OF THE IMPLEMENTATION PLAN.
7. THE BOARD OF DIRECTORS WILL VOTE ON ACTIVATION OF ANY
DISTRICT.
8. JACKSON PARK DISTRICT AND COULER DISTRICT WILL ACTIVATE
BEGINNING WITH THE NEW YEAR (EFFECTIVE 01 JULY 2003).
9. THE NEXT ACTIVATION WOULD BE THE WAREHOUSE DISTRICT, AND
THEN THE SOUTH PORT DISTRICT.
