Streets Five Ton Weight LimitMEMORANDUM June 10,2003 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Street Postings for Five-Ton Load Limit Public Works Director Mike Koch recommends City Council approval of an ordinance prohibiting ail motor trucks with a registered gross weight exceeding five tons on the following streets: Main Street, from Fifth Street to Ninth Street Ice Harbor Road, from First Street to the Third Street Overpass Main Street from Fifth Street to Ninth Street has a pedestrian-oriented design. Businesses along this section of Main Street all have access to alleys located behind their establishments for truck deliveries. Ice Harbor Road, located on the west side of the Ice Harbor from First Street to the Third Street Overpass, is a roadway designed for pedestrian and passenger vehicle use only. Truck access is provided north and south of the Ice Harbor by alternate routes. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen, City Manager Michael A: Koch, Public Works Director Street Postings for Five-Ton Load Limit INTRODUCTION The attached ordinance provides for the prohibition of motor trucks in excess of a registered five-ton gross weight limit on designated streets within the City limits of Dubuque. DISCUSSION Section 32-163 of the Code of Ordinances currently prohibits motor trucks registered for a gross weight limit exceeding five tons to depart from marked highways when operating within the City, except that any motor truck whose destination is in the City and the point of departure from such highway is nearest to its destination may use City streets by proceeding directly to its destination. There have been two newly constructed streets where it is the desire of the City to eliminate the exception for such trucks even if they have a destination in the vicinity of the streets. In these cases, it is the intent that ALL registered motor trucks with a gross limit exceeding five tons shall be prohibited from such marked streets regardless of odgin or destination. State statutes that allow cities to prohibit trucks on certain streets also require signs to be placed on those streets, where trucks are prohibited. The attached ordinance creates a new Section 32-163.1 of the Code of Ordinances prohibiting ALL motor trucks with a registered gross weight limit exceeding five tons on designated streets. The ordinance designates those streets where such vehicles would be prohibited. Main Street from Fifth Street to Ninth Street was designed as a local access facility with short-term parking. Because of the pedestrian-oriented design of the street, it is intended that all motor trucks in excess of a registered gross weight limit of five (5) tons be prohibited from utilizing this section of Main Street. Businesses along this section of Main Street all have access to alleys located behind their establishments for truck deliveries. Ice Harbor Road, located on the west side of the Ice Harbor from First Street to the Third Street Overpass, is a roadway designed for pedestrian and passenger vehicle use only. This roadway was also designed with the intent to prohibit vehicles with a registered gross weight limit of five (5) tons. Truck access is provided north and south of the Ice Harbor by alternate routes. RECOMMENDATION I recommend that the City Council adopt the attached ordinance prohibiting ALL motor trucks with a registered gross weight exceeding five (5) tons on streets designated in the ordinance. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance prohibiting trucks registered with a gross weight limit exceeding five (5) tons on streets designated in Section 32-163.1 of the City Code of Ordinances. Motor Truck Routes Prohibited on Designated Streets (a) Motor trucks registered for a gross weight limit exceeding ten thousand (10,000) pounds (5 tons) shall not travel over the following streets: Main Street, from Fifth Street to Ninth Street Ice Harbor Road, from First Street to the Third Street Overpass (b) The City Manager shall post signs limiting motor trucks registered with a gross weight limit exceeding ten thousand (10,000) pounds (5 tons) from operating on the streets designated in paragraph (a).
