Commissioners Present: Dean Boles, Kelly Fox, Hilary Dalton, Michelle Hinke, Tom Wainwright, Julie Woodyard Commissioners Absent: Janice Craddieth, Gerald Hammel Staff Present: Alexis Steger, Chris Lester, Lisa Barton Public Present: Tom Barton Certification of Minutes Motion by Commissioner Woodyard to approve the April 15, 2020 Commission meeting minutes as submitted. Seconded by Commissioner Fox. Motion carried 6-0. Correspondence/Public Input None New Business a) Public Hearing for FY2020 Amendment #2 to include Community Development Block Grant COVID-19 Relief funding of $647,301. Motion by Commissioner Woodyard to open the public hearing for FY2020 Amendment #2 to include Community Development Block Grant COVID relief funding of $647,301. Seconded by Commissioner Boles. Motion carried 6-0. Vice -chair Hinke inquired if there were any public comments; no public were present to comment. Motion by Commissioner Wainwright to close the public hearing for FY2020 Amendment #2. Seconded by Commissioner Boles. Motion carried 6-0. Alexis Steger, Housing and Community Development Director, explained that Amendment #2 is increasing the Fiscal Year 2020 Annual Action Plan budget to include CDBG COVID relief allocation provided by the CARES Act. The allocation is for $647,301 and is to be used for the planning, response and recovery from COVID-19. Steger summarized the following staff recommendations: • $129,460 for administration of the funds/activities • $180,000 for Temporary Shelter for Homeless/Doubled Up families who need to be isolated 1 • $100,000 for broadband access for low/moderate income areas; including wifi to neighborhoods to support online learning for children. • $20,000 for tenant based assistance such as rent and utilities for no more than three months per family assisted • $104,146 for Recreation Programs that would not otherwise be available due to non - sustainable funding from fees • $72,000 for non-profit community support through applications to the Commission • $41,695 for a drive-thru diagnostic testing facility as funding of last resort Commissioner Boles is interested in receiving more information regarding internet access for children in low/moderate income areas. Commissioner Fox showed interest as well. Steger reported she will provide more information on the internet when it becomes available. After discussion by the Commission regarding the potential recreation programs that could be assisted and how the broadband access would be provided and where, there was a motion by Commissioner Woodyard to approve the Amendment #2 to the FY2020 Annual Action Plan as presented. Seconded by Commissioner Fox. Motion carried 6-0. b) Public Hearing for Amended FY2021-2025 Consolidated Plan. Motion by Commissioner Woodyard to open the public hearing for the Amendment FY2021- 2025 Consolidated Plan. Seconded by Commissioner Wainwright. Motion carried 6-0. Vice Chair Hinke inquired if there were any public comments; no public were present to comment. Motion by Commissioner Dalton to close the public hearing for Amended FY2021-2025 Consolidated Plan. Seconded by Commissioner Woodyard. Motion carried 6-0. No Input received from the Commission. A public hearing is set for Thursday, April 23rd and Council approval on Monday, May 4tn Adjournment There being no further business, motion by Commissioner Woodyard to adjourn at 6:07 p.m. Seconded by Commissioner Boles.
