WHEREAS, Sister Carolyn Farrell was a member of the Sisters of Charity for the Blessed Virgin
Mary for 66 years; and
WHEREAS, Sister Mary Lester, as she was known to the Order, served as an elementary school
teacher and principal, and
WHEREAS, On January 2, 1978, Sister Carolyn Farrell became Dubuque's first female Council
Member and served as its only female mayor to date; and
WHEREAS, Sister Carolyn Farrell held significant positions in higher education, including interim
president of Mundelein College, associate vice president at Loyola University Chicago,
founding director of the Gannon Center for Women and Leadership at Loyola University
Chicago, and
WHEREAS, Sister Carolyn Farrell in retirement served as a member of the board of trustees at
Clarke University, and director of the Roberta Kuhn Center; and
WHEREAS, Carolyn traveled to Beijing in 1995 for the Fourth International Conference on Women
reinforcing her commitment to strive for inclusiveness of women in different social,
ethnic and cultural backgrounds; and
WHEREAS, during her retirement, Sister Carolyn continued to advocate for justice for all people.
WHEREAS, Sister Carolyn Farrell died on Sunday, June 14, 2020.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM
THE 6T" DAY OF JULY 2020 AS
"SISTER CAROLYN FARRELL DAY"
IN THE CITY OF DUBUQUE, IOWA IN RECOGNITION OF HER TREMENDOUS CONTRIBUTIONS
TO THE CITY OF DUBUQUE AND TO SOCIETY.
