Sealed bids were received for the 2020 Asphalt overlay Ramp Project Two Project.
Only one bid was received in the amount of $146,120, which was 39.95% over the
estimate of $104,406. City Engineer Gus Psihoyos recommends rejection of the bid for
the 2020 Asphalt Overlay Ramp Project.
City Engineering and Public Works staff will work to create alternatives that produce
cost saving measures. It is anticipated that the project will be rebid later this year after
incorporating alternatives that will deliver the project on budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution is in reference to the rejection of the bid received for the 2020
Asphalt Overlay Ramp Project Two.
BACKGROUND
This Asphalt Overlay Ramp Project provides for the annual program to install accessible
curb ramps at existing intersections throughout the City in conjunction with the Public Works
asphalt overlay program. The Americans with Disabilities Act requires the installation of curb
ramps with detectable warnings at all intersections throughout the City. The Engineering
Department works with the Public Works Department each year to coordinate the overlay
program with the installation of compliant curb ramps.
DISCUSSION
One bid was received on June 11, 2020, for 2020 Asphalt Overlay Ramp Project 2. Midwest
Concrete, Inc. of Peosta, IA submitted the sole bid. The bid submitted was substantially
over the estimated construction cost.
The bid submitted by Midwest Concrete, Inc., in the amount of$146,120.00 was 39.95%
over the estimate of$104,406.00.
City Engineering and Public Works staff will work to create alternatives that produce cost
saving measures. It is anticipated that the project will be rebid later this year after
incorporating alternatives that will deliver the project on budget.
RECOMMENDATION
I recommend that the City Council reject the bid received for the 2020 Asphalt Overlay
Ramp Project Two.
ACTION TO BE TAKEN
The City Council is requested to reject the bid for the 2020 Asphalt Overlay Ramp Project
Two through adoption of the attached resolution.

REJECTING COMPETITIVE BID RECEIVED FOR THE 2020 ASPHALT OVERLAY
RAMP PROJECT TWO
Whereas,one (1)competitive sealed bid was submitted by one (1)contractor for the
2020 Asphalt Overlay Ramp Project Two (the Project);and
Whereas,the one (1)competitive sealed bid was opened and read on the 11th day of
June 2020;and
Whereas,the City Council has deemed it advisable to reject the one (1)competitive
sealed bid for the Project.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE,IOWA THAT:
Section 1.The one (1)competitive sealed bid for the 2020 Asphalt Overlay Ramp
Project Two is hereby rejected.
Section 2.The City Clerk is authorized and instructed to return the bid deposit of theunsuccessfulbidforthe2020AsphaltOverlayRampProjectTwo.
