SUBJECT: Creation of a Full-Time Confidential Account Clerk Position
DATE: June 30, 2020
Director of Transportation Renee Tyler recommends City Council approval to eliminate
a full-time dispatcher position, eliminate the part-time confidential account clerk position
and add a full-time confidential account clerk position. This results in a decrease in the
department's FTEs of 0.51 and a reduction of annual cost of $28,096. Because this
request involves a change in the number of Transit FTEs, it requires City Council
approval.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memo is to propose the appointment of Lisa Valentine as the
permanent Confidential Clerk for Transportation Services. This position has been
vacant due to an employee's resignation last fall.
Discussion
Lisa Valentine formerly worked as a full-time dispatcher for the Jule. Her shift covered
evenings and weekend NightRider shifts. Lisa was cross-trained to cover for the former
Confidential Transit Clerk). The former clerk was originally a full-time dispatcher. Upon
assuming the role of clerk, she asked to reduce her hours to part-time due to home
obligations.

Recommendation/Requested Action
It is my recommendation to eliminate a full-time dispatcher position, eliminate the part-
time confidential account clerk position, and add a full-time confidential account clerk
position. In addition, I recommend to permanently appoint Lisa Valentine into the
position of Confidential Transit Clerk. Lisa has successfully perFormed the duties of clerk
since September. This is not a part-time position. This clerk performs several duties.

These duties include processing payroll, working with the grant process, and the
submission of invoices and purchase orders for payment. To accommodate my request,
the 3rd full-time dispatch position will be eliminated. This results in a decrease in
department's FTEs of 0.51 and a reduction of annual cost of $28,096. I also
recommend that Lisa start at a salary grade of GE 25 step E at $21.93/hour.
This request involves a change in the number of Transit FTEs therefore it requires
Council approval. I request that this is placed on the July 6, 2020 council agenda as a
consent item.
