2 24 20 City Council Proceedings Official_SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. February 24, 2020 in the Historic Federal Building, 350 W. 6th Street. Present: Mayor Buol; Council Members Cavanagh, Jones, Resnick, Roussell, Shaw, Sprank; City Manager Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a work session on certain Fiscal Year 2021 Departmental Budgets. PUBLIC HEARINGS FISCAL YEAR 2021 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2021 City departmental budgets were presented by staff from the following departments: 1. Health Services: Mary Rose Corrigan, Public Health Specialist; 2. Human Rights Department: Kelly Larson, Human Rights Director; Collins Eboh, Organizational Equity Coordinator; and Temwa Phiri, Community Engagement Coordinator; 3. Carnegie-Stout Public Library: Susan Henricks, Library Director; 4. Dubuque Regional Airport: Todd Dalsing, Airport Director; 5. Finance & Budget Department: Jenny Larson, Director of Finance and Budget. The presenters responded to questions from the City Council following their respective presentations. Following the Human Rights Department presentation, Human Rights Commission Member Jerry Hamel requested that funding for the Race in the Heartland conference be added to the department’s budget request as it was inadvertently left out. The City Council reached consensus on reconsidering the funding request at the final budget hearing on March 26, 2020.
