CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

The Dubuque City Council met in special session at 5:00 p.m. on April 29, 2020.
Due to the COVID-19 pandemic and mandates for social distancing, this meeting was
conducted virtually and aired live on CityChannel Dubuque (Mediacom cable channels 8
and 117.2), streamed live on the city’s website at www.cityofdubuque.org/media, and
streamed live on the City’s Facebook page at www.facebook.com/cityofdubuque.
Present: Mayor Buol; Council Members Cavanagh, Jones, Resnick, Roussell, Shaw,
Sprank; City Manager Van Milligen, City Attorney Brumwell
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting such business that may properly come before the City
Council.
PRESENTATION(S)
1. COVID-19 Updates:
Mary Rose Corrigan, Public Health Specialist for the City of Dubuque, presented the
most current COVID-19 data from the Iowa Department of Health, a summary of Governor
Reynolds’ recent proclamation concerning food establishments, religious organizations,
and farmers’ markets, etc.; homeless isolation policy and resources; personal protective
equipment needs. Responding to questions from the City Council, Ms. Corrigan stated
that in her opinion the virus will continue to spread until such time as a vaccine is
available, that everyone should continue adhering to social distancing guidelines, and
that wearing masks reminds people to not touch their faces and that masks provide some
protection over not wearing any mask.
Kristen Dietzel, Vice President of Workforce Solutions for the Greater Dubuque
Development Corporation presented on the COVID-19 Business Helpline (563-588-
3350); Iowa Economic Development Authority (IEDA) Small Business Relief Grants;
Dubuque Initiatives Bridge Loans; Dubuque County Unemployment Claims; Safe-at-Work
guidelines from IDPH; Economic Development Collaborative Calls.
Mayor Roy D. Buol presented on an updated City of Dubuque Mayoral Proclamation
for consistency with the Governor’s updates; Joint City / County letter to Governor
Reynolds requesting a COVID-19 testing site for Dubuque County. Mayor Buol reminded
everyone that City facilities remain closed and to make responsible decisions for the
protection of all.
ITEMS SET FOR PUBLIC HEARING
Motion by Cavanagh to receive and file the documents, adopt the resolution, set the
public hearing as indicated, and direct the City Clerk to publish notice as prescribed by

law. Seconded by Resnick. Motion carried 7-0.
1. Community Development Block Grant (CDBG) Fiscal Ye ar 2020 Budget
Amendment #2: City Manager recommending that the City Council set a public hearing
for May 4, 2020, on Amendment #2 to the Fiscal Year 2020 Community Development
Block Grant Annual Plan. Upon motion the documents were received and filed, and
Resolution No. 133-20 Setting a public hearing on the Fiscal year 2020 (Program year
2019) Community Development Block Grant (CDBG) Annual Action Plan Amendment 2
was adopted setting a public hearing for a meeting to commence at 6:30 p.m. on May 4,
2020.

SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2020 (PROGRAM YEAR 2019)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
AMENDMENT 2
Whereas, the City of Dubuque has prepared a proposed Amendment to the Annual
Action Plan for the use of Community Development Block Grant funds for inclusion in the
City Budget; and
Whereas, the City desires to hold a public hearing to receive comment on the proposed
Fiscal Year 2020 (Program Year 2019) Community Development Block Grant Annual
Action Plan Amendment 2 addressing COVID related community needs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council will meet virtually at 6:30 p.m. on May 4, 2020 for the
purpose of holding a public hearing and taking action to include the Fiscal Year 2020
Program Year 2019) Community Development Block Grant Annual Action Plan
Amendment 2.
Section 2. That the City Clerk is hereby authorized and directed to publish a notice of
such public hearing and the City Council’s intent to review and taking action on the Fiscal
Year 2020 (Program Year 2019) Community Development Block Grant Annual Plan
Amendment 2.
Passed, approved, and adopted this 29th day of April 2020.

1. Recommendation for Approval of Collective Bargaining Agreement Amendments
regarding Wages and Casual Day: City Manager recommending approval of amendments
to the collective bargaining agreements as follows:
a. Second Amendment to The Dubuque Professional Fire Fighters Association Local
25 Collective Bargaining Agreement, July 1, 2017 through June 30, 2022;
b. First Amendment to the Dubuque Police Protective Association Collective
Bargaining Agreement, July 1, 2019 through June 30, 2020;
c. First Amendment to the Dubuque Police Protective Association Collective
Bargaining Agreement, July 1, 2020 through June 30, 2024;

d. Third Amendment to The International Union of Operating Engineers AFL-CIO Local
234 Collective Bargaining Agreement, July 1, 2017 through June 30, 2024;
e. First Amendment to the Teamsters Local Union No. 120 Collective Bargaining
Agreement, July 1, 2017 through June 30, 2022; and
f. First Amendment to the Teamsters Local Union No. 120 Bus Operators, Collective
Bargaining Agreement, July 1, 2017 through June 30, 2022.
Motion by Jones to receive and file the documents and approve the recommendations.
Seconded by Roussell. Motion carried 7-0.
Mayor Buol again reminded everyone to execute social distancing guidelines, to wear
masks when in public, and to stay safe - stay home.
There being no further business, Mayor Buol declared the meeting adjourned at 5:54
p.m.
